Kon Tum and Sekong provinces have had a long-standing friendship, special solidarity and comprehensive cooperation.
Based on the guidelines and policies of the Vietnamese and Lao Parties and States, the two countries signed an MoU on cooperation in April 2018. Under the MoU, the two localities have strengthened cooperation in many sectors and achieved several results, thereby consolidating and developing their relations and contributing to the socio-economic development and border security in each province.
The two provinces have closely cooperated in the management and protection of border lines and national landmarks; regularly maintained rotational talks at the provincial level and between border guards and functional forces.

Under the MoU, the two provinces of Kon Tum and Sekong will continue to strengthen political and diplomatic relations, and preserve and cultivate the special solidarity between Vietnam and Laos in general and Kon Tum-Sekong provinces in particular.
The exchanges of the high-ranking delegations from both countries will be promoted in all three aspects: Party diplomacy, State diplomacy and people's diplomacy.
The two provinces will continue to propagate and educate the history and development of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in general and between Kon Tum and Sekong provinces in particular, among people from all strata, especially younger generations.
The two localities will also enhance cooperation in the agricultural and rural development fields, forest management and protection, forestry development and wildlife conservation.
Kon Tum will offer 10 scholars for officials and students from Sekong to study at training institutions in the province, under the University Programme during the 2024-2029 period and send teachers to teach Vietnamese to overseas Vietnamese children, officials and civil servants in Sekong.
Meanwhile, Sekong province will provide officials and students from Kon Tum with two scholars of learning Lao during the 2023-2024 period.
The two sides agreed to organise a provincial preliminary conference in Kon Tum in 2024 and launch a conference to review the implementation of the MoU and sign an MoU for the new period in Sekong in 2027.
