In recent days, the Vietnamese community in France and Portugal has closely followed the 14th National Party Congress, highly appreciating the vision, guidelines and important decisions just adopted, while affirming their resolve to work, study and contribute actively to the successful implementation of the Resolution of the 14th Congress. All for a peaceful, independent, democratic, prosperous, civilised and happy Viet Nam, firmly advancing towards socialism.

The successful 14th National Party Congress marks a particularly important milestone on the country’s development path, demonstrating the summarisation, inheritance and creative development of the overarching themes of previous congresses, especially the 13th National Party Congress, associated with the review of 40 years of renewal and looking ahead to the 96th anniversary of the founding of the Communist Party of Viet Nam (February 3, 1930– February 3, 2026).

Officials, Party members and the Vietnamese community living, studying and working in France are very proud of the Congress’s successful outcomes, which continue to affirm the Party’s leadership role and prestige. The Congress reaffirmed a high level of unity in thought and action throughout the Party and the people, while consolidating confidence and underscoring the Party’s mettle, intellect and the strength of the great national unity bloc.

We firmly believe that the Party Central Committee (14th tenure) will lead the country in continuing to comprehensively, synchronously and deeply promote renewal, effectively seize all opportunities, resolutely overcome difficulties and challenges, uphold strategic autonomy, and foster the spirit of self-reliance and confidence, propelling the country forward strongly into the new era – the era of the Vietnamese nation’s rise.

We note that the 14th Congress left a particularly strong impression with three key highlights. First, the Resolution of the 14th Congress clearly reflects steadfast determination, a spirit of renewal, and resolve to develop the country rapidly, powerfully and sustainably, opening a new phase for the era of national advancement. Second, General Secretary To Lam emphasised a breakthrough innovation: for the first time in the history of Party Congresses, the 14th Congress issued an Action Programme accompanying the Resolution, to ensure that the Resolution is swiftly translated into practice.

Accordingly, the Congress identified priorities including accelerating institutional improvement; developing science and technology, innovation and digital transformation; and building an independent, self-reliant economy closely linked with deep international integration, viewing these as the central driving forces of development.

At the same time, the Congress continued to stress the task of building and rectifying a clean, strong Party and political system, considering this a decisive factor in ensuring the Party’s leadership role at all stages of development.

Third, for diplomatic officials working overseas, we are deeply aware of our responsibility in light of the new perspectives in the Resolution of the 14th Congress on strengthening defence and security, while defining foreign affairs and international integration as key, regular tasks.

In the term that opens the era of national advancement, we place absolute trust in the Party’s wise leadership, as well as the viewpoints, objectives, orientations and lines set out by the 14th Congress. The reality of Viet Nam’s revolution continues to affirm a fundamental truth: the Party’s leadership is the decisive factor in all revolutionary victories; the Party’s renewal line is correct, creative, and consistent with objective laws and the country’s development requirements.

With our sense of responsibility, officials and Party members in France will thoroughly grasp the Resolution of the 14th Congress, actively disseminate and spread the spirit of the Congress within the Vietnamese community in the host country, and make practical contributions to national construction and development.

We will creatively and effectively apply the Party’s guiding viewpoint that foreign affairs is a key and regular task; perform community work well; strengthen solidarity among overseas Vietnamese; protect the lawful and legitimate rights and interests of citizens and enterprises; and mobilise and effectively leverage overseas Vietnamese resources, especially Vietnamese intellectuals, experts and scientists in France, to serve national development in the new phase.

As an official and Party member working overseas, I and the staff of the Viet Nam Trade Office in France closely followed the 14th Congress with great trust and expectation. The Congress’s outcomes brought us feelings of excitement and pride, and especially a renewed sense of responsibility: the responsibility to translate the Party’s major policies and orientations into concrete, effective and measurable actions.

From the perspective of external trade and economic affairs, I am particularly impressed by the Congress’s renewed thinking in emphasising the role of diplomacy in serving development; positioning foreign affairs as a pillar in creating a peaceful, stable environment and expanding cooperation space for national development. This orientation serves as a guiding compass, elevating the responsibility of officials in the field, affirming that the Trade Office is not only a bridge for trade but also “soldiers”, a vanguard force in mobilising external resources for national development.

The target of average GDP growth of over 10% per year and the aspiration to usher the country into a new era of development, as set out in the Resolution, are figures that speak volumes. They are both pressure and powerful motivation. With the French market – an important partner and a gateway for Vietnamese goods into the EU – we expect the orientations towards rapid yet sustainable development, science and technology, innovation and proactive integration to be strongly institutionalised in policy and implementation, enabling Vietnamese enterprises to move up into higher value-added segments.

The Viet Nam Trade Office in France has identified its core task as acting as a sensitive “eyes and ears”: early forecasting of trends, close monitoring of policies, and deep connectivity to support Vietnamese enterprises’ substantive participation in global value chains. We are committed to thoroughly internalising the Resolution of the Congress, turning enthusiasm into concrete action, renewing trade promotion thinking, fully utilising FTAs to further extend the reach of the Vietnamese brand, and contributing to the realisation of national development goals in the new period.

The 14th Congress opens great expectations for a new development phase, in which Viet Nam aims to build a self-reliant, highly competitive economy; a stable, equitable and civilised society; and steadily improve the material and spiritual life of the people. At the same time, Viet Nam’s position and prestige on the international stage will continue to be strengthened, affirming its role as a reliable partner and a responsible member of the international community.

For the younger generation, the Congress is not only of strategic guiding significance, but also a strong call to action, igniting aspirations for contribution, innovation and civic responsibility in national construction and defence.

Opinions at home and abroad reflect high expectations that the 14th Central Committee will inherit achievements from the previous term, continue to promote innovative development thinking, and take science and technology, innovation and high-quality human resource development as key drivers, while paying due attention to culture, people, and ensuring social progress and equity.

An important task after the 14th Congress is the effective, practical organisation, dissemination and spread of the Party’s policies and decisions. In this, mobilising and promoting the role of youth and students is considered particularly crucial.

In practice, youth and students are not only a vanguard force in labour, study and creativity, but also a social group with rapid access to new knowledge, new technologies and modern communication methods. Therefore, renewing the content and forms of communication and dissemination of Congress resolutions through academic forums, community activities, creative projects and digital media platforms is an inevitable requirement.

Abroad, communication work needs to be flexible and closely aligned with local realities, integrated effectively and not mechanically. At the same time, international exchanges, cooperation and people-to-people diplomacy should be strengthened, helping international friends better understand Viet Nam’s development path, consistent policies and aspirations for peace and development. Disseminating the Congress’s decisions not only builds social consensus, but also helps promote the image of a dynamic, responsible Viet Nam deeply integrated with the world.

From the perspective of the younger generation, I feel fortunate to have grown up during a period of national stability, with people’s living standards improving markedly, and education and access to knowledge expanding. Therefore, I clearly sense that Viet Nam is entering an important transitional phase: not only economic growth, but also a shift in governance thinking and policy implementation.

From an international study and work environment, I see that Vietnam stands before a very clear “window of opportunity” in global knowledge competition. This is a favourable time to narrow development gaps if digital transformation and innovation are effectively leveraged as spearheads.

In my view, the most important thing is turning the spirit of the 14th Congress into concrete action: focusing investment on digital infrastructure, data and foundational technologies; building a sufficiently attractive innovation ecosystem with open, transparent mechanisms, talent appreciation, support for research and start-ups, and linkages among the State, academia and businesses; and expanding forums connecting Vietnamese intellectuals at home and abroad to contribute ideas, policy feedback and substantive knowledge transfer.

What I most expect from the spirit of “linking policies with concrete, measurable actions” is a governance system with clear goals, clear responsibilities and clear outcomes. I also hope for a change in implementation culture.

I believe that every young Vietnamese overseas can become a small ambassador: contributing to building an image of Viet Nam as friendly, culturally rich, peace-loving and oriented towards positive values, while maintaining a sense of responsibility to the homeland through practical contributions.

Looking towards 2045, I hope Vietnam will not only be affluent in income, but also strong in autonomy and sustainable in quality of life. I also hope for a Vietnam with a solid international standing, preserving its cultural identity while deeply integrating and proactively participating in addressing global issues. Most importantly, a country where young people can trust that if they strive and work with integrity, they will have opportunities to develop and contribute.

Working in medicine and research, I wish to contribute to improving healthcare quality, promoting research projects with practical value, and applying scientific advances to serve patients at home. At the same time, I hope to continue acting as a bridge between overseas Vietnamese intellectual communities and those at home, fostering cooperation, knowledge sharing and creating initiatives that are carried through thoroughly for Viet Nam’s rapid and sustainable development.

From the perspective of a Vietnamese person living and working in France, I believe the 14th National Congress of the Communist Party of Vietnam holds particularly important significance, marking a strategic transition into a new development phase with a long-term vision, clear objectives and strong determination for action.

The outcomes of the 14th Congress inspire strong confidence in political stability, consistency in development orientation and the nation’s aspiration to rise, portraying an image of Viet Nam that adapts swiftly to global change.

The establishment of a new growth model based on science and technology, innovation, the digital economy, green economy and data economy is, in my view, a very sound and strategically long-term move.

The digital economy and data economy will help Vietnam shift from a growth model reliant on labour and resources to one based on knowledge, technology and productivity.

Data provides critical information sources, enabling better policymaking, fostering innovation and creating high value-added industries and services. This is a reality proven in developed countries, including France, where national competitiveness is sustained through knowledge and high technology.

Moreover, the close integration of the digital economy with the green economy shows that Viet Nam is not pursuing growth at any cost, but rather sustainable development in harmony with the environment, aligned with global standards and trends, particularly green development and energy transition policies promoted worldwide.

Overall, the 14th Congress’s identification of science and technology and innovation as key drivers for productivity, value addition and competitiveness demonstrates Viet Nam’s clear recognition of their importance and its proactive, timely shift in growth model towards a modern, green, digitalised and innovation-driven economy.

This provides a crucial foundation for enhancing national competitiveness, while opening up more opportunities for cooperation and deeper participation in global value chains.

I see an important step forward in leadership and development governance methods, namely “clearly identifying actors, roadmaps, resources and end goals”, marking a strong shift from slogan-based thinking to substantive, measurable action.

Experience in developed countries shows that effective governance lies not only in setting goals, but also in clear implementation mechanisms, defined responsibilities and the ability to monitor outcomes. The emphasis on this requirement at the 14th Congress demonstrates determination to narrow the gap between policy and practice, ensuring resolutions penetrate real life rather than remain mere slogans.

This new approach will help enhance the effectiveness and efficiency of the system, strengthen accountability across all levels and sectors, and build trust among the people and overseas Vietnamese, who can more clearly track and evaluate the implementation of major national decisions. It also lays an important foundation for building a modern, transparent, results-oriented national governance system.

The 14th Congress set development targets to 2030 and a vision to 2045, towards a developed, modern Viet Nam with a higher international standing. As a Vietnamese student studying abroad, knowing that Vietnam has set ambitious goals for the coming decades gives me greater motivation to study, develop skills and cultivate an integration mindset, so that I can later contribute, even modestly, to the country’s overall development.

A notable point of the 14th Congress is its emphasis on turning policies into concrete, measurable actions, shifting from “talk” to “action”. From the perspective of the younger generation, I hope national governance reforms will become increasingly practical and effective. I wish for policies to be implemented swiftly and transparently, with reduced administrative complexity and greater application of digital technologies in management.

I also hope the Party and the State will continue to create a favourable environment for young people to start businesses, innovate and test new ideas. At the same time, expanding employment opportunities and developing policies to attract overseas students to return home to work and contribute will help ensure that high-quality young human resources are utilised to their full potential.

When the system operates effectively, remains close to the people and listens to the voices of youth, the younger generation’s confidence in the country’s development will certainly grow stronger.

The 14th Congress continues to uphold the spirit of great national unity. For Vietnamese students overseas, I believe contributing to this unity can begin with very simple actions: participating in Vietnamese community activities, introducing Vietnamese culture to international friends, preserving the Vietnamese language and national identity.

More importantly, each student should become a “small ambassador” for Vietnam, spreading a positive image of the country and its people. Cultural promotion can begin with familiar elements such as introducing Vietnamese cuisine, sharing beautiful tourist destinations, and telling stories of friendly and hospitable Vietnamese people. Through such small actions, Viet Nam’s image will become increasingly known and loved internationally.

From an international academic environment, I observe that Vietnam faces many significant opportunities in global knowledge competition. First, digital transformation and deep integration help shorten technological gaps, enabling faster access to new knowledge, modern governance models and advanced scientific achievements. A young, dynamic workforce with strong adaptability is a key advantage for Viet Nam’s participation in knowledge- and innovation-based global value chains.

However, challenges are also substantial. Gaps in training quality, research capacity, foreign language proficiency and creative thinking compared with developed countries remain evident. In addition, the risk of “brain drain” and fierce competition for high-quality human resources require Viet Nam to further improve its academic environment, incentive mechanisms and innovation ecosystem to attract and retain talent.

During my time studying and living abroad, I increasingly recognise the role of culture and national identity as a spiritual anchor that helps young people maintain their identity, pride and confidence.

In a multicultural environment, being clearly aware of who we are and where we come from prevents us from being assimilated, while enabling us to cherish and promote the positive values of Vietnamese culture.

National identity is not only a source of pride, but also nurtures young people’s sense of responsibility towards their homeland. It is this connection to roots that motivates Vietnamese students abroad to study, train and accumulate international knowledge and experience, so that they can later make meaningful contributions to national development in the new era.

The decisions adopted at the 14th Party Congress demonstrate stable continuity while also reflecting strong renewal, aiming for rapid and sustainable development, placing people at the centre, and taking quality of life and national standing as long-term goals.

I place full trust in the development path charted by the Party for the era of national advancement. This new development phase is one of deep integration, science and technology, digital transformation and the mobilisation of Vietnamese intellectual potential. I hope Viet Nam will continue to maintain political stability, achieve sustainable economic growth and enhance its international standing, so that every Vietnamese person, whether at home or abroad, can feel proud when mentioning the words “Viet Nam”.

For overseas Vietnamese like myself, perhaps the greatest contribution is maintaining a positive image of Viet Nam and its people. Through my work, operating a Vietnamese restaurant in Europe featuring dishes rich in Ha Noi character, I hope to introduce international friends to a peaceful, friendly, diligent, culturally rich and dynamically developing Viet Nam. Wherever we are, I believe every Vietnamese person can make a small contribution to spreading a positive image of the homeland in their own way.

The new leadership demonstrates continuity alongside a spirit of renewal, clearly showing determination to lead the country towards more stable and sustainable development in the coming period. The orientations and decisions adopted are quite specific and closely aligned with reality, reflecting the harmony between the Party’s will and the people’s aspirations, a grand vision with a long-term outlook towards a healthy, disciplined, civilised, safe and developing Viet Nam.

Though far from the homeland, my family always turns towards it through the most practical actions. I hope to become a small bridge, contributing to the promotion of an image of a “peaceful Viet Nam, rich in national identity”.
