Overseas Vietnamese intellectuals in France express confidence in Viet Nam’s new development phase

Upon learning of the successful conclusion of the 14th National Party Congress, Vietnamese intellectuals in France have expressed genuine joy at the major decisions that have just been adopted for a new stage of development, and firm confidence that the opportunity has come to build Viet Nam into an increasingly prosperous and powerful country, standing shoulder to shoulder with the great powers of the five continents, as President Ho Chi Minh always wished.

The 14th National Congress of the Communist Party of Viet Nam concluded on January 23, 2026, with great success, marking a new milestone in the history of the Communist Party of Viet Nam and in the heroic history of the Vietnamese nation.

Great aspirations, the opportunity has come

Dr. Vo Toan Trung, MD, Head of the Rehabilitation Department at Bullion Hospital (France) stated: “First of all, we can see that this Party Congress worked with a spirit of decisiveness and effectiveness. Although the duration was shortened, it excellently fulfilled its task of electing a Party Central Committee that represents the will of the entire nation to lead and steer the Vietnamese ship in a new era.

Right from the beginning of the Congress, we could already feel a fresh breeze in the working spirit and the determination to elevate the nation into a developed country in the coming decades.

Building the country on the basis of a streamlined and strong leadership contingent is a prerequisite for fulfilling the nation’s mission. That heavy responsibility now rests on the shoulders of the elite people of the Vietnamese nation. We believe that the leadership team of the new term, under the leadership of General Secretary To Lam, will unite in strength and determination to propel the nation forward in the time ahead.

With the contributions and support of people both at home and abroad, the lofty goal ahead is to build a prosperous country where people enjoy the best education and healthcare. Our country will become a modern nation in a new era that generations of our people have long dreamed of. The 14th National Congress clearly demonstrates the determination of the entire nation to follow the Party’s will to realise the dream of a strong Vietnamese nation.”

Dr. Vo Toan Trung added that many French friends have said that a country which is united and cohesive, enjoys stability and determination, invests in training and the development of science and technology, and receives support from the international community, is certain to develop. “Your Viet Nam is such a country. You have magnificent nature and rich mineral resources. But above all, the Vietnamese people are likeable, hardworking, intelligent and unafraid of hardship; you will develop into a beautiful country. This is also the aspiration of more than six million overseas Vietnamese who share the nation’s joy and are willing to accompany the country in the new development period.”

Expressing his excitement at the determination and new development vision, Dr. Vo Toan Trung said: “With the spirit and direction for national development adopted by the Congress, we firmly believe in the bright future of the Vietnamese nation. The opportunity has come. Under the leadership of the Communist Party of Viet Nam, let us together build a peaceful, independent, democratic, prosperous, affluent, civilised and happy Viet Nam, steadily advancing towards socialism.”

Favourable conditions for entering a new stage of development

Referring to the working spirit of the Congress, Associate Professor, PhD Tran Le Hung, a lecturer at Gustave Eiffel University (France), observed that the press agencies provided fast, accurate and official updates, enabling people at home and abroad as well as international friends to closely follow the Congress’s activities.

The live broadcast of the opening session brought special emotions to Vietnamese people both at home and overseas, showing that the Party created the best possible conditions for the public and international friends to clearly grasp the Party’s policies and strategies.

The Congress clearly demonstrated a serious, unified and effective working spirit. The programme was shortened by one and a half days, reflecting thorough and meticulous preparation in advance, especially in organising the collection of opinions from the entire population on the draft documents submitted to the Congress.

The shortened duration, together with digital transformation and the use of paperless materials, left a strong impression, demonstrating the Party’s active practice of thrift, waste prevention, digital transformation and enhanced security. It can be said that despite the enormous workload, the Congress was completed with very high quality and consensus.

Sharing his confidence and expectations for the country in the coming term, Associate Professor, PhD Tran Le Hung emphasised: “The 14th Party Central Committee reached absolute consensus, with 180 out of 180 full members—100%—electing To Lam, General Secretary of the 13th Party Central Committee, to continue holding the position of General Secretary of the 14th Party Central Committee.

This shows that General Secretary To Lam is the ‘core of leadership, the centre of unity, and a representative of the morality, courage and intellect of the entire Party’. This information has brought joy to all Vietnamese people at home and abroad, because since assuming the highest leadership position of the country, the General Secretary has brought a new vitality to the cause of national renewal, with deep strategic vision and a desire to drive the country’s breakthrough, strong and sustainable development.

With orientations to develop the country through science and technology, taking innovation and digital transformation as the main driving forces, the confidence and expectation of a Viet Nam standing shoulder to shoulder with the world’s major powers will no longer be a dream, but a clear direction and guiding principle for the entire Party, people and armed forces to unite and turn that dream into reality.”

According to Associate Professor, PhD Tran Le Hung, the 14th National Congress has opened a new stage for Viet Nam’s development, regarded as a second “Doi moi” (renewal). For Viet Nam to develop rapidly and sustainably, a very high level of unity and consensus in action is required. Ninety-five years of practice have proven that the harmony between the Party’s will and the people’s aspirations creates invincible strength, leading the country from one victory to another. The positive spirit generated by the Congress is a powerful driving force to enter a new era—the era of the nation’s rise.

Associate Professor, PhD Tran Le Hung stressed: “At present, we have all the necessary conditions to achieve breakthroughs in all fields, in which the strength of the people is a powerful endogenous source. The community of Vietnamese intellectuals overseas always places its trust in the absolute leadership of the Party, ready to accompany the country and contribute intellect and effort to major projects and the nation’s transformation. I hope this internal resource will be utilised to the fullest, in the spirit of serving national and ethnic interests, assigning the right people to the right tasks, and allowing talented individuals to work and contribute in a good development environment with healthy competition.

In addition, the challenges and problems that Viet Nam is currently facing will certainly have solutions. Promoting science diplomacy, cultural diplomacy and people-to-people diplomacy are also essential factors in bringing Viet Nam to the world and bringing the world to Viet Nam.”
