The event was attended by Russian Deputy Foreign Minister Andrey Rudenko, Deputy Chairman of the Legislative Assembly of Saint Petersburg Nikolai Bondarenko, representatives from ministries, sectors, social organisations, businesses, and foreign embassies in Russia, as well as Overseas Vietnamese people in the host country.
Delegates at the ceremony were introduced to art performances and traditional dishes of Vietnam. They also attended an exhibition entitled ‘Vietnam through the Eyes of Russian Painters.’
In his welcome speech, Vietnamese Ambassador to Russia Dang Minh Khoi stressed that September 22, 1945, went into Vietnam’s history as a milestone in the national struggle for independence, construction, and development.

He noted with pleasure that since its name was put on the global map 79 years ago, Vietnam has established diplomatic relations with 192 member countries, establishing itself as one of the most dynamic economies in the Asia – Pacific region, and an important link in many economic mechanisms, free trade agreements, regional and global production chains.
Stressing that Vietnam – Russia relations have been built upon their time-honoured traditions, Khoi elaborated that the bilateral ties have new development momentum following the state visit to Vietnam by Russian President Vladimir Putin in June.
He also hailed the contributions of nearly 70,000 Overseas Vietnamese communities in Russia to cementing the friendship between the two peoples.
For his part, Russian Deputy Minister of Foreign Affairs Andrey Rudenko emphasised that the bilateral cooperation has been developing robustly in the spirit of the comprehensive strategic partnership despite the complicated global situation.
He also congratulated Vietnam on the country’s impressive achievements in socio-economic development and its increasing role in the international arena.
