Accelerating post-storm recovery and stabilisation

Prime Minister Pham Minh Chinh has signed Official Dispatch No. 243/CD-TTg which focuses on efforts to repair infrastructure, restore production and business activities, and stabilise people’s lives following floods and storms in the central region.

The Prime Minister requested the secretaries of provincial and city Party Committees and the chairpersons of People’s Committees of the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong to continue concentrating leadership and direction to complete the “Quang Trung Campaign” on rebuilding and repairing houses damaged by recent storms and floods in the central region.

Chairpersons of the People’s Committees of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong are required to strictly implement the Prime Minister’s directives set out in Notice No. 703/TB-VPCP (dated December 18, 2025) on the rapid campaign (Quang Trung Campaign) to rebuild and repair houses for households affected by storms and floods. Accordingly, localities must urgently conduct full and accurate inventories of shared infrastructure works as well as healthcare, education, transport, and irrigation facilities that require repair and restoration; and calculate funding needs for infrastructure repair and recovery as well as for restoring production and business activities, particularly agricultural production.

Local authorities are also required to assess their capacity to balance funding on their own and propose support from the central budget (if any). The Ministry of Finance shall take the lead, in coordination with the Ministry of Agriculture and Environment and relevant agencies, in consolidating local proposals, formulating specific handling options, and reporting to the Prime Minister by December 25.
