After the victory of the General Uprising in Ha Noi, on August 20, the Northern Revolutionary People’s Committee (chaired by Comrade Nguyen Khang) and the Ha Noi Revolutionary People’s Committee (chaired by Comrade Nguyen Huy Khoi) were established and introduced to the people. The resounding victory of the uprising to seize power in the capital city had a strong, chain reaction impact on the situation of the General Uprising nationwide.

In Thai Nguyen, at 4:00 a.m., the Viet Nam Liberation Army combined with the people to surround the town. At 5:30 a.m., the Thai Nguyen provincial governor and security soldiers surrendered their weapons and surrendered to the revolution, then the Dong Hy district chief and the security soldier station chief also surrendered. Immediately, 600 guns seized from the Security Team were equipped for the revolutionary army. The Japanese puppet government in the town collapsed. In the afternoon, a large rally was held in the town center. The Japanese fascist faction government was abolished. The uprising committee announced the establishment of a revolutionary government to the people. The 3rd and 4th Liberation Army units were established.

In Nam Dinh, facing the rapidly changing and vibrant revolutionary situation, comrade Ha Ke Tan (member of the Northern Regional Party Committee) returned to Nam Dinh city to meet with the leaders of the revolutionary movement and established an uprising committee of 7 people, with him as Chairman.

On the same day, a force from the Honour Guard and the Ha Noi Cultural and Democratic National Salvation Association assigned by the Regional Party Committee also arrived in Nam Dinh to coordinate the uprising to seize power. The uprising force quickly sent representatives to the Governor Nguyen Huy Xuong’s residence to demand his surrender.

In Ninh Binh, on the night of the 19th to the 20th, the Provincial Party Committee met to evaluate the victory of the uprising in Gia Vien and Nho Quan, draw lessons and agree on a plan, assigning comrades Pham Van Hong, Nguyen Thi Hoa... to directly take charge of the uprising forces, to capture the provincial capital and the remaining districts. The conference decided: on August 20, organise and lead the masses to revolt and seize power in the province and the remaining districts.

In the morning, more than ten thousand masses and self-defense teams armed with sticks and spears gathered in front of Thien Ton cave (Ninh My, Gia Khanh). When the order was given, the group shouted slogans and marched towards Ninh Binh provincial capital. On the way, thousands of masses from the villages of Bach Cu, Phu Gia, Doi Nhan, Cam Gia, Thu Dien, Ky Vi, Phuc Am, Truc Do... joined the revolutionary army.

The demonstration reached Phuc Am, a part of which entered to seize power in Gia Khanh district. Faced with the stormy strength of the revolutionary masses, the Gia Khanh district chief surrendered to the revolutionary army and handed over his seals, documents and books. The uprising quickly won.

The district Viet Minh organisation gathered the people of the communes and the insurgents to hold a rally, declaring: the Gia Khanh district government belonged to the people and established a revolutionary government. The masses rejoiced in the atmosphere of victory.

In Ninh Binh town, the Viet Minh mobilised the masses and the revolutionary army to rise up and seize power in the province. The Viet Minh sent people to grasp the situation at the security barracks, sent people to welcome and guide the revolutionary army into the town, surrounded the provincial governor's palace, and forced them to surrender. The provincial governor fled. The soldiers asked to surrender their weapons. Dao Trong Huong had to represent the provincial governor in surrendering his seals, documents, papers and books.

In the Central provinces, although the revolutionary forces here were more dispersed than in the North, the seething atmosphere of the general uprising days covered all the villages, streets and every corner of the localities.

In Thanh Hoa, the governments of Tho Xuan, Yen Dinh, Vinh Loc, Quang Xuong, Hau Loc, Ha Trung, Thach Thanh, Nga Son, Dong Son, Tinh Gia and Cam Thuy districts were in the hands of the people. In Thanh Hoa town, the rising revolutionary spirit caused the enemy to be extremely confused. From early morning, the Japanese fascist army units accepted the revolution's ultimatum and withdrew from their occupied positions. Following the order of the town’s Uprising Committee, the self-defense forces fought with the support of the masses to attack the security barracks, all security officers and soldiers laid down their weapons and surrendered. After that, the self-defense forces continued to liberate important positions such as the embassy and the provincial governor's palace. In the afternoon, the uprising to seize power in Thanh Hoa was victorious.

In Thua Thien, the provincial uprising committee was established with 5 members, with comrade To Huu as Chairman. The work of mobilising Bao Dai to abdicate, mobilising the Tran Trong Kim cabinet to resign, and mobilising the security forces to follow the revolution was carried out urgently.
