The meeting was held at 48 Hang Ngang Street to discuss the urgent tasks of the revolutionary state. President Ho Chi Minh agreed with the Standing Committee’s proposal to expand the membership of the National Liberation Committee and to promptly announce its list to the people, prepare the Declaration of Independence, and organise a mass rally in Ha Noi for the National Liberation Committee to present itself to the nation. The Committee’s inaugural day would also be the day Viet Nam proclaimed the establishment of the Democratic Republic.
The general uprising continued to seize power in Can Tho, Chau Doc, Bien Hoa and Hon Gai provinces.
In Can Tho, 200,000 people from the town and surrounding areas gathered for a rally, at which the National Committee presented itself to the people and declared revolutionary power.
In Chau Doc, the people of the town rose up to seize power.

In Bien Hoa, after participating in the uprising to seize power in Saigon, the revolutionary forces of Bien Hoa marched to take power in the town, and by the afternoon of August 26, they had triumphed.
In Hon Gai, revolutionary forces combined with armed units from Tran Hung Dao resistance zone to attack, take control of the town, and establish revolutionary authority.
On the same day, a delegation from the Japanese High Command together with a Viet Minh envoy travelled from Ha Noi to Thai Nguyen town to negotiate the withdrawal of Japanese troops from Thai Nguyen and the handover to the revolutionary forces of all the weapons they had confiscated from the French during and after the coup.
