The event, organised by Dien Bien Province in cooperation with Saint Petersburg, aims to commemorate the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - 2024).
In his opening speech, member of the Party Central Committee and Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong recalled that more than 70 years ago, on May 7, 1954, the Dien Bien Phu Victory became a symbol in human history of the indomitable will, the desire for freedom, and the spirit of unity of the Vietnamese people.
Cuong expressed his deep gratitude to the former Soviet government, people and the Russian Federation today for always standing by Vietnam, side by side, during the most difficult times. This solidarity and the great friendship between the two nations created immense strength, helping Vietnam achieve victory and usher in an era of independence and freedom for the nation.

According to the Secretary of Dien Bien Provincial Party Committee, the exhibition is not only an opportunity to honour the historic victory but also a chance to introduce to international friends the beauty and development potential of Dien Bien today.
The exhibition reaffirms the traditional friendship between Vietnam and the Russian Federation.
The exhibition features 57 historical photos arranged in 11 panels with four themes. The images were carefully selected to ensure scientific accuracy, legality, and precision to provide basic information and an overview of the key events of the 1954 Dien Bien Phu Campaign.
On this occasion, in the presence of Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong and Saint Petersburg Governor Alexandr Beglov, the two sides signed an agreement on cooperation in the fields of trade, economics, science, technology, social affairs, and humanities.
Governor Alexandr Beglov expressed pride in establishing a sister-city relationship with Dien Bien Province, a land linked to the heroic victory. It is not only a place marked by historic milestones but also a region rich in cultural identity, with beautiful nature and friendly people.

According to Governor Beglov, the agreement will open up new opportunities to enhance cooperation, and the key point is that both sides are eager to reach an agreement, including a roadmap with specific implementation steps.
Cuong stated that this cooperation agreement covers many fields, especially areas where Saint Petersburg excels. Dien Bien Province looks forward to welcoming investors, government representatives, and the people of Saint Petersburg to visit, experience, and explore investment opportunities in the province.
