The project aims to implement synchronously and effectively policies supporting SMEs, creating a favourable and equitable investment and business environment.
It sets the target that during the 2026–2030 period, each year Ha Noi will have 40,000 newly registered enterprises, including 4,000 newly established science-and-technology, innovative, digital-technology, and creative-industry enterprises (accounting for around 10%). The total number of SMEs filing tax declarations and operating stably and effectively is expected to reach around 500,000 by 2030. Specific solutions will be introduced to increase the number of SMEs eligible for listing on stock exchanges.
The specific targets of the project include directly supporting at least 5,000 SMEs per year in improving capacity and operational quality, and indirectly supporting 40,000 SMEs per year.
With the goal of increasing both the number and quality of SMEs in Ha Noi, the scheme strives to contribute to the creation of 40,000 new SMEs per year through activities impacting the ecosystem and coordination with other schemes and activities.
The project focuses on supporting SMEs in priority sectors, aiming to increase the proportion of enterprises in processing and manufacturing; digital-technology industries; automation; high-tech agriculture; creative industries;… to account for around 15–20% of Ha Noi’s economic structure.
The project directly supports at least 5,000 enterprises per year in improving capacity and operational quality, and indirectly supports 40,000 SMEs per year through developing the SME ecosystem and coordinating with other schemes of Ha Noi.
Each year, the project provides direct support for infrastructure, business consultancy, quality-inspection services, information provision, and network connectivity for export businesses, contributing to the goal of Ha Noi’s export turnover increasing by 10% or more.
The project provides direct support for training and developing human resources within SMEs, with at least 15,000 people trained per year in business capability enhancement, innovation, digital transformation, start-ups and enterprise-management skills, product-quality management, export promotion and market development.
The project directly supports the training of 1,000 chief executive officers per year. By 2030, it aims to support the training and development of 5,000 enterprise CEOs.
It also seeks to contribute to promoting administrative-procedure reform and the application of full-process online public services, creating favourable conditions for enterprises to enter the market and helping improve the city’s PCI index.
The beneficiaries include SMEs, innovative start-up SMEs, business households and individual business owners in Ha Noi, as well as agencies, organisations, and individuals involved in SME-support activities.
The Ha Noi Department of Finance has been assigned as the lead agency for the project, working with relevant departments, agencies, district-level People’s Committees, and business associations across the city to develop annual plans/programmes for the effective implementation of the Scheme to Support SMEs in Ha Noi for the 2026–2030 period.
