Ha Noi takes the lead in carrying out political tasks

While undertaking many important political tasks simultaneously, Ha Noi has achieved significant results recently through proactivity and decisiveness with concrete solutions. This lays the groundwork for the capital city to confidently pursue ambitious goals in the coming period.

In the first quarter of 2025, Hoan Kiem District’s economy continued to grow. The district’s budget revenue reached nearly 13.1 trillion VND (504.8 million USD), equivalent to 50.55% of the annual target. This is a remarkable result, as the district is simultaneously undertaking several important tasks, notably expanding the space around Hoan Kiem Lake and Dong Kinh Nghia Thuc Square, and implementing the reorganisation of commune-level administrative units.

The spirit of proactivity and decisiveness has been a consistent hallmark throughout Ha Noi’s political system recently. The city has set an example by leading the way in bringing the Party Central Committee’s resolutions to life with innovative methods.

According to Ha Noi Party Secretary Bui Thi Minh Hoai, the Ha Noi Party Committee identifies Party building as a key task that determines the successful completion of political duties. This includes strongly reforming the Party’s role and leadership method, ensuring the engagement of the entire political system and grassroots democracy, and upholding the pioneering and exemplary spirit of cadres and Party members, especially those in leadership positions, with a willingness to think, act and make breakthroughs for the common good.

To date, Ha Noi’s reorganisation of administrative units has thoroughly followed the Party Central Committee’s directives, reducing the number of communes and wards by 76% from the current 526 communes, wards and townships to 126 new communes and wards.

During the implementation process, the city closely adhered to the criteria, standards and guidelines from the Party Central Committee and local realities. These include Ha Noi being the national political-administrative centre, a major hub for economics, culture, education and training, and science and technology. It’s also a place that preserves many cultural and historical works of the nation, with many specific characteristics related to the capital city’s development direction in the present and future.

Hoai emphasised: “These factors have been carefully calculated in an objective and scientific manner to ensure that the new communes and wards will achieve the goal of being close to the people, serving them in the best possible way; while also opening up new development spaces, ensuring effective management and governance of all levels of government after reorganisation.

Nguyen Lan Huong, Chairwoman of the Ha Noi Fatherland Front, affirmed that the city has effectively implemented the principle of democratic centralism, and the people have truly been placed in a central position.

All cadres within the political system have demonstrated responsibility. The city also anticipated influencing factors and proactively implemented solutions a step ahead, providing reassurance to residents and businesses during the administrative unit reorganisation.

Along with being exemplary and leading the implementation of major policies, orientations, and political tasks set by the Party Central Committee, the city has focused on socio-economic development solutions.

In the first quarter of 2025, despite a very large volume of work, the capital city’s economy posted a strong performance. Nguyen Xuan Luu, Director of the Ha Noi Finance Department, stated that in the first three months of 2025, the city’s total state budget revenue was 250.120 trillion VND, up 69.3% compared to last year. The city’s economic output increased by 7.35%, higher than the target of 5.44%.

This is an important premise for Ha Noi to aim for economic growth of 8% or more in 2025 and strive for double-digit growth in 2026-2030. Ha Noi Chairman Tran Sy Thanh emphasised that this goal is challenging but completely feasible if the city continues to innovate its thinking and act decisively with continuous effort.

In the coming period, Ha Noi will have specific, comprehensive programmes and plans across all areas of work to effectively implement strategic directions, making a significant contribution to taking the country into a new era.

In particular, the city will pioneer the implementation of the Politburo’s Resolution 57 on breakthrough development in science, technology, innovation and national digital transformation, and the Secretariat’s decision on the plan for digital transformation in Party agencies.

In March 2025, the Ha Noi Party Committee announced common digital transformation applications for the entire political system, creating a new atmosphere at work and improving the quality of service for residents and businesses.

The city will continue to accelerate digital transformation in all fields; focus on completing digital infrastructure, forming big data, developing new technology applications; promote the development of green economy, digital economy, digital skills for residents, and building a digital society and smart society, to make Ha Noi a smart city, a pioneer in digital transformation, and sustainable development both domestically and regionally.
