Under the plan, the city’s general unemployment rate is expected to be below 3% and less than 3.5% in urban areas, while the rate of trained workers is anticipated to surpass 80%.

The city also ensures that 100% of national contributors and families of revolutionary contributors will be provided with monthly allowances.

In addition, about 70% of the workforce is supposed to participate in social insurance and 50% is hoped to participate in unemployment insurance. The city also expects 65% of its people of retirement age to receive pensions, retirement and social benefits.

Notably, the city targets to raise the average housing area per capita to about 32 m2 per person and provide additional social housing areas of about 2.5 million m2 by 2030.
