Hue focuses on heritage-based economy linked with tourism growth

The 17th Congress of the Party Organisation of Hue city for the 2025–2030 term opened on October 3, with the participation of 400 delegates representing over 58,000 Party members in the central locality.

Speaking at the event, Secretary of the municipal Party Committee Le Truong Luu stated that the Congress will focus on discussing and approving directions, goals, targets, tasks, and breakthrough solutions to drive socio-economic development for the upcoming tenure; and provide opinions on the draft Action Programme for implementing the Congress’s resolution.

Addressing the Congress, General Luong Tam Quang, Politburo member and Minister of Public Security, congratulated and commended the Party Organisation, authorities, and people of Hue city for their accomplishments during the past term.

He urged the city to operate effectively the two-tier local government model, create economic breakthroughs, and promote the private economic sector.

He emphasised that Hue should strongly develop its cultural industries with active and effective participation from the people; build the Hue brand as a distinctive cultural, tourism, and culinary city in Southeast Asia; and complete a comprehensive, modern, smart infrastructure system.

Quang also asked the locality to pay special attention to improving the people’s lives; building a facilitating government, shifting strongly toward modern, transparent, and efficient governance; and stepping up administrative reforms, ensuring that 100% of administrative procedures involving citizens and businesses are conducted online, without administrative boundaries within the city.

Deputy Secretary of the municipal Party Committee and Chairman of the municipal People’s Committee Nguyen Van Phuong affirmed that the Party Organisation, authorities, and people of Hue city have united and worked with determination and creativity to overcome challenges, achieving significant results across all sectors.

The local economy maintained solid growth, averaging 7.54% per year, per capita GRDP expected to reach 3,200 USD by 2025. Services grew 8.22% annually on average, accounting for nearly half of GRDP, with tourism recovering strongly after the pandemic. Industry and construction expanded steadily at 8.1% per year, making up 33% of GRDP.

Hue has continued to strengthen its position and brand, becoming a major national hub for culture, tourism, specialised healthcare, education, and science and technology. Efforts to preserve and promote cultural and heritage values have been intensified, with a focus on safeguarding Hue’s cultural identity and people. The programme to eliminate temporary and dilapidated housing has been completed, while the poverty rate has fallen to 1.15%, with social welfare adequately ensured.

In the next five years, the locality aims to build a clean and strong Party and political system; mobilise and use resources effectively; and develop into a distinctive heritage city of Viet Nam by 2030, a major and unique hub in Southeast Asia for culture, tourism, and specialised healthcare; a leading national centre for science and technology, and multi-disciplinary and high-quality education and training; and a strong maritime economic hub.

To that end, the city will focus on breakthrough measures, including implementing effective mechanisms and policies to mobilise and utilise resources, and attracting investment; developing human resources; completing a modern, intelligent, and harmonious infrastructure system; leveraging its heritage advantages to promote tourism and services; and accelerating the development of science and technology, innovation, and digital transformation.
