Hung Yen holds first Provincial Party Congress

The first Hung Yen Provincial Party Congress for the 2025–2030 term opened at the Labour Cultural House, Tra Ly Ward, on October 3. Politburo member, Secretary of the Party Central Committee (PCC) and Chairman of the PCC’s Inspection Commission Nguyen Duy Ngoc attended and directed the congress.

The congress was honoured to receive congratulatory flower baskets from General Secretary of the Communist Party of Viet Nam To Lam; State President Luong Cuong; Prime Minister Pham Minh Chinh; and National Assembly Chairman Tran Thanh Man.

The congress was honoured to receive congratulatory flower baskets from General Secretary of the Communist Party of Viet Nam To Lam; State President Luong Cuong; Prime Minister Pham Minh Chinh; and National Assembly Chairman Tran Thanh Man.

In his opening speech, Nguyen Huu Nghia, PCC member and Secretary of Hung Yen Provincial Party Committee, stressed that the establishment of Hung Yen Province—under the policy of reform and streamlining the organisational apparatus and implementing the two-tier local government model—has created a vast development space with great potential, representing a strategic turning point and strong leverage to generate synergistic values, thereby creating a new, dynamic and distinctive growth pole.

The first Hung Yen Provincial Party Congress carries important tasks: to review the implementation of the Resolution of the Provincial Party Congress (2020-2025 term) and assess the leadership of the provincial party committee in implementing that Resolution, thereby drawing lessons learnt and identifying objectives, tasks and solutions for the next five years as well as the vision for subsequent years; and to discuss and contribute to the draft documents to be submitted to the 14th National Party Congress.

With the motto “Solidarity – Democracy – Discipline – Breakthrough – Development”, the first congress reflects a spirit of steadfast goals, resolute action, adaptability, innovation, and sustained growth.

At the congress, Nguyen Quang Duong, Deputy Head of the PCC’s Organisation Commission, announced the Politburo’s decision appointing the Hung Yen Provincial Party Committee for the 2025–2030 term, consisting of 70 members; the Standing Board of the Provincial Party Committee comprising 22 members; Nguyen Huu Nghia as Secretary of the Provincial Party Committee; and four comrades as Deputy Secretaries of the Provincial Party Committee for the 2025–2030 term.

Delivering his instructions, Nguyen Duy Ngoc acknowledged, warmly congratulated and praised the impressive achievements attained by the Party Committee, authorities and people of Hung Yen Province during the past term.

The Party Committee, authorities and people of Hung Yen have demonstrated unity, determination and extraordinary efforts, achieving many important results. In the 2021–2025 period, the province’s average annual gross regional domestic product (GRDP) growth rate reached 9.17%, higher than the national average of 6.3%, ranking 4th out of 34 provinces and cities; total local budget revenue ranked 8th out of 34; total social development investment capital ranked 7th out of 34; and average labour productivity growth ranked 6th out of 34 provinces and cities.

For the new term, Nguyen Duy Ngoc urged the congress to focus on several issues. These include awakening and maximising potential and advantages for rapid and sustainable economic development based on science, technology and innovation.

He also emphasised the need to strengthen national defence and security to ensure a stable environment for development, while building a clean, strong and comprehensive party and political system.

He called on the entire Hung Yen Provincial Party Committee to deeply imbibe the ideology of “the people as the root”, to act with unanimity and smooth coordination, to transform aspirations into actions, and to be determined to build Hung Yen into a prosperous, civilised and modern province.
