Ministry of National Defence performs well in logistics tasks, ensuring regimes and standards for soldiers

The Ministry of National Defence held a conference in the northern port city of Hai Phong on November 26 to summarise the implementation of Decree No.76/2016/ND-CP dated July 1, 2016 of the Government regulating logistics material standards for active soldiers, workers and defense officials.

After nearly 10 years of implementing Decree No.76, the logistics material standards and norms according to the budget schedule have been basically ensured by the entire army on schedule, in line with the country’s economic and social development; the life, health and living conditions of soldiers have been improved, basically meeting the requirements of combat readiness training, responding to regular and unexpected tasks.

The Ministry of National Defence has issued circulars to adjust the increase in basic food allowances for infantry, military branches, and military services, and the food rations of all subjects have met or exceeded the regulations.

Military uniform standards are guaranteed in a timely manner, in accordance with the budget capacity. Production and processing work is effective; standards for electricity, water, tools, and basic living utensils have been ensured to be implemented according to the roadmap of the Decree. Management, protection, and health care of soldiers have been maintained in order; the rate of healthy soldiers in the entire army has reached over 99% for many years.

At the conference, delegates discussed and pointed out difficulties and shortcomings in the implementation of Decree No.76, such as: Some contents of the Decree are not unified and synchronised with the newly promulgated legal system; impacts from social development and market fluctuations; the Army adjusts its force organisation, establishes new units and tasks, creates special subjects and forces that need appropriate standards for ensuring logistics materials...

Therefore, delegates agreed that the need to develop a new Decree to replace Decree No.76 is an urgent requirement, creating a legal corridor for the Ministry of National Defence to coordinate with ministries, branches, and advise the Government on developing capital plans, annual budget estimates, as well as developing projects and plans to ensure logistics materials for all subjects.
