NA adopts high-quality legal documents at ongoing eighth session

The 13th National Assembly deputies discussed and adopted several laws and draft laws during their November 27 sitting of the legislature’s eighth session.

In the morning, lawmakers passed the Law on amendments and supplements to several articles of the Law on Vietnam People’s Army Officers and the revised People’s Police Law. They also gave comments on the draft Law on the Promulgation of Legal Documents.

In the afternoon, they approved the Occupational Education Law with 274 votes, accounting for 55.13% of the total. Deputies then exchanged opinions on the draft Law on Natural Resources and Marine and Island Environment.

Improving the quality of legal documents

With 363 delegates endorsed (73.04% of the total), the NA approved the Law amending and supplementing a number of articles of the Law on Vietnam People’s Army Officers. The document focuses on solving obstacles in the existing law in compliance with the 2013 Constitution, aiming to build a revolutionary, regular and elite People’s Army.

The revised People’s Police Law was adopted with 357 votes (accounting for 71.83% of the total). The law strictly defines the position in need of a police general ranking level and equivalent ranking between the police and the army in the centrally-run cities and provinces.

Discussing the draft Law on the Promulgation of Legal Documents, many participants stated that some documents issued were of low quality and were not in favour of subjects to the laws. In addition, there is still a lack of written guidelines for issued laws.

NA deputies proposed adjustments in the draft law towards handling inadequacies of the current legal system and to further improve the quality of legal documents.

Promoting efficient exploitation and use of marine resources

Discussing the projected Law on Natural Resources and Marine and Island Environment, many participants suggested the bill create a uniform and effective legal framework to better manage marine and island resources and environment towards ensuring harmony of interests and sustainable development.

Deputies Tran Van Minh (from Quang Ninh) and Do Van Beauty (from Thai Binh) said that the bill involves many different laws, so drafting agencies should clarify the relationship between the draft law and other specialised laws. In addition, it is necessary to unify provisions under the projected law with international conventions on the field to ensure compatibility with international laws.

Deputy Hoang Thanh Tung (Soc Trang) and others proposed that the bill should be developed towards supporting related agencies under an intersectoral mechanism to solve arising problems that specialised laws cannot resolve.

They urged detailed regulations to encourage participation of social organisations and individuals in carrying scientific research on the exploitation and use of natural resources and environmental marine protection.

The eighth session will conclude on November 28 and will be broadcast live on both national radio and television.
