Nguyen Van Quang, Secretary of the Party Central Committee, Chief Justice of the Supreme People’s Court and Head of the Steering Committee for the Project on Strengthening Party Leadership over the People’s Courts in the New Period, chaired the committee’s first meeting in Ha Noi on May 29.

In his opening remarks, Nguyen Van Quang called on members to focus their discussions on the major orientations for developing the project. He also requested the editorial team to continue reviewing and refining the project outline in an innovative and breakthrough-oriented manner, ensuring that it meets the practical requirements facing the court system in the country’s new stage of development.

During the meeting, members of the steering committee engaged in extensive discussions and contributed numerous opinions on the project’s objectives, requirements, content, and development direction. Discussions focused on the need to clarify the new demands placed on the People’s Court system in the context of continuing to build and improve the socialist rule-of-law state of Viet Nam, advancing judicial reform, and implementing a streamlined, effective, and efficient organisational model for the People’s Courts.

Concluding the meeting, Nguyen Van Quang stressed that the project must be developed in an urgent and coordinated manner. Alongside the preparation of the project itself, draft submissions and a draft directive should also be prepared to ensure that the established timetable is met.

The Chief Justice of the Supreme People’s Court instructed the steering committee and the editorial team to study and draw on experience from the development of the project on strengthening Party leadership over the People’s Procuracy system. He also emphasised the importance of seeking guidance from the Office of the Party Central Committee during the process of finalising documents for submission to the Politburo.

Regarding the project’s content, Chief Justice Nguyen Van Quang stated that it should provide a comprehensive assessment of the practical operations of the People’s Court system and the leadership and direction exercised by Party committees at all levels over the courts in recent years. It should clearly identify achievements, shortcomings, difficulties, obstacles, and emerging requirements in the current period. On that basis, the project should define specific measures to strengthen Party leadership in carrying out political tasks, personnel, and organisational work, as well as inspection and supervision throughout the court system.
