Many delegates approved the Government's plan, converting the investment form with three component projects from PPP to using 100% public investment.

Delegate Nguyen Hong Hai from Binh Thuan cited the Government's report while underscoring the importance of the North-South high-speed railway project.

He said that the North-South transport corridor from Hanoi to Ho Chi Minh City passes through the territory of 20 provinces and cities, affecting 45% of the population, contributing 52% of the gross domestic product, affecting 75% of first and second class seaports and 67% of the country’s economic zones and, especially, connecting three key economic regions.

For urgent important projects, the transition to a mode of using 100% public investment will help to accelerate the progress, he added.

However, some delegates still expressed some concerns. Delegate Nguyen Anh Tri from Hanoi said that it would be difficult for the Government to ensure sufficient capital, worth over VND23.4 trillion, for this adjustment. Especially as the country has just achieved temporarily stability after the COVID-19 epidemic.

In addition, the project is expected to be completed in 2023, thus, the pressure on progress when using state capital is not small, he noted.

Also on the same day, the NA deputies looked into a draft resolution on the reduction of corporate income tax in 2020 and the revised draft of the Law on Environmental Protection, as well as the national target programme on socio-economic development in ethnic minority-inhabited and mountainous areas for 2021-2030.
