At the meeting, Deputy Head of the PCC’s Organisation Commission Nguyen Quang Duong stressed that Pham Duc An is a fundamentally well-trained cadre with professional qualifications and leadership and management capabilities.
He is an official who actively pursues learning and self-improvement, works with a scientific, democratic, and decisive approach, and demonstrates innovative thinking.

Also during the 24th session of the 14th Quang Ninh Provincial People’s Council for the 2021–2026 tenure, the council unanimously elected Pham Duc An as a new Chairman of the Quang Ninh Provincial People’s Committee for the 2021–2026 tenure with a high approval vote.

In his acceptance speech, new Chairman of Quang Ninh Provincial People’s Committee Pham Duc An expressed his gratitude for the trust and support of the Politburo, the Secretariat, and the PCC’s Organisation Commission in assigning him the roles of Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the Quang Ninh Provincial People’s Committee for the 2021–2026 tenure.

He noted that the people and businesses in the province hold great expectations for innovation in local governance. Taking on responsibilities in the locality is both an honour and a challenge, requiring significant dedication. He expressed his hope for continued attention and support from the Government, ministries, and sectors, as well as the Party, authorities, and people of Quang Ninh, to overcome challenges and fulfill his duties successfully.
