The document stresses that to further strengthen this work with discipline, quality, timeliness, and effectiveness, ministers, heads of ministerial-level agencies, and chairpersons of provincial/municipal People’s Committees must directly lead and take responsibility within their assigned functions, tasks, and authority.
They are required to urgently draft and submit to competent authorities proposed laws and National Assembly (NA) resolutions, as well as draft government decrees, resolutions, and prime ministerial decisions detailing and guiding the implementation of NA laws and resolutions. They must also promptly issue detailed regulations and guidance to ensure quality and adherence to deadlines.
The PM also called for stronger coordination with the NA’s agencies and relevant bodies, along with timely guidance on law enforcement within their authority.
It is necessary to continue reviewing and identifying legal difficulties, obstacles, and shortcomings; proactively amend and improve related legal provisions within their authority; and promptly report and propose solutions to competent authorities for issues beyond their jurisdiction.
