The telegram was sent to the Party secretaries and chairpersons of provincial and city-level people’s committees from Quang Ninh to Gia Lai, as well as to the Ministers of National Defence, Public Security, Agriculture and Environment, and Construction.
The telegram emphasised that this is a storm of very strong intensity, with a very wide area of impact, moving very fast, and particularly dangerous. Both domestic and international forecasting agencies predict that the storm will make direct landfall in Viet Nam with great strength.
The Prime Minister requested the Ministers of National Defence, Public Security, Agriculture and Environment, and Construction; and the Party secretaries and chairpersons of the people’s committees of coastal provinces and cities from Quang Ninh to Quang Ngai not to be negligent or subjective, but to focus on leadership and direction, and effectively implement response measures to Storm No. 5 and its associated floods, with the highest urgency and determination.
The Party secretaries and chairpersons of the people’s committees of coastal provinces and cities from Quang Ninh to Quang Ngai are to postpone meetings and tasks that are not truly necessary, mobilise the entire local political system, and concentrate leadership, direction, and supervision of storm and flood response work.
Prime Minister Pham Minh Chinh requested that, depending on the specific situation, localities proactively decide on a ban on going to sea starting from August 24. Relevant units must assist people in reinforcing houses, pruning trees, and strengthening the protection of infrastructure works.
The telegram stated that the Ministers of Agriculture and Environment, Construction, and Industry and Trade must direct efforts to ensure safety for industrial production activities, particularly offshore oil and gas exploration, mining operations, underground works, and the safety of hydropower reservoirs and the power grid so as to minimise damage caused by Storm No. 5 and floods.
The Minister of National Defence is to direct measures ensuring the safety of military forces, equipment, and vehicles; instruct military zones and units stationed in storm-affected areas to review plans and deploy forces and means ready to support localities in response, rescue, and relief when required.
The Minister of Public Security is to direct relevant units and grassroots police forces to be ready with personnel and means to ensure security and order, support people in evacuation and relocation, and respond to storm, floods, landslides, flash floods, and conduct rescue and relief when requested by localities.
The Prime Minister assigned the Ministry of Agriculture and Environment to lead a working mission to inspect, supervise, and coordinate with localities in directing the response to Storm No. 5 in the provinces of Thanh Hoa and Nghe An.
