According to VPSF, this is a flagship activity in response to the four strategic orientation pillars (Resolution 57; Resolution 59; Resolution 66; Resolution 68), accompanying the nation’s advance into a new era and realising the vision of Viet Nam becoming a developed, high-income country by 2045.
The forum in the South-East cluster, themed “Promoting innovation and integration of the private sector in the digital era”, was hosted by the Ho Chi Minh City Young Entrepreneurs Association. It brought together 200 delegates, including leaders of central and local agencies, experts, entrepreneurs and private enterprises from across the region.
At the forum, delegates focused on sharing and analysing major issues facing the private sector, including Viet Nam’s trade policies and competitiveness within ASEAN, as well as shaping business leadership mindsets in the era of the knowledge economy.

The forum also recorded many open assessments and proposals from enterprises, particularly small and medium-sized firms, through frank discussions on institutional bottlenecks, opportunities for accessing resources, fostering innovation and advancing digital transformation.
The South-East region is regarded as the country’s economic powerhouse, playing the role of centre for industry, trade, services and international integration. In the first seven months of 2025, the region’s socio-economic situation continued its strong recovery momentum.
Many business representatives also emphasised that, to maintain its leading role and address challenges in the new context, strengthening policy dialogue to unlock resources from the private sector has become an urgent requirement.
Pham Thi Bich Hue, Vice President of the Viet Nam Young Entrepreneurs Association and Head of the VPSF 2025 Organising Committee, stressed that after seven dialogue sessions and one thematic session on innovative start-ups, the VPSF 2025 local dialogue round had recorded over 2,100 participating entrepreneurs, more than 200 direct interventions at the forums and nearly 1,450 proposals submitted online.
The organising board stated that the opinions, initiatives and recommendations raised at the South-East cluster dialogue would be consolidated with results from other local clusters to form a policy recommendation report, which will be presented at the ministerial-level dialogue and the high-level VPSF 2025 in Ha Noi this September.
