Promoting people’s right to participate in building and perfecting institutions and strengthening national unity

In the context of the country entering a new stage of development with many intertwined opportunities and challenges, promoting the people's right to participate in building and perfecting institutions is of particular importance. This is not only an objective requirement of the reform process, but also a foundation for consolidating social trust and strengthening national unity.

Strengthening and promoting the power of national unity is an urgent requirement and a strategic task

In the current process of national construction and development, along with the process of reforming and perfecting the political system, the Viet Nam Fatherland Front (VFF), as the centre of the national unity bloc, the bridge between the Party, the state and the people, “the place to express the will and aspirations, gather the national unity bloc, and promote the people's right to self-governance” has the task of “serving as the political core for the people to be masters; gathering, building, and promoting the power of national unity; implementing democracy and strengthening social consensus; representing and protecting the legitimate rights and interests of the people; supervising and providing social criticism; participating in building the Party and the state; and engaging in people's diplomacy to contribute to building and protecting the Fatherland.” Therefore, promoting the people’s right to self-governance in participating in building and perfecting institutions, policies, and laws, and contributing to strengthening national unity is crucial. Strengthening and consolidating the great national unity is a top priority and a strategic task for the rapid and sustainable development of the country.

The policy of promoting socialist democracy and ensuring the people’s right to self-governance in policy and lawmaking has been clearly stated in the documents of the 13th National Congress of the Party: “Upholding the leading role and central position of the people in the national development strategy and in the entire process of building and defending the Fatherland. Promoting the political and social activism, intellect, rights, and responsibilities of the people in participating in building and rectifying the Party, building a socialist rule of law state, the Fatherland Front and other political and social organisations, and building a contingent of Party members, cadres, and civil servants.”

The Law on the Viet Nam Fatherland Front (amended and supplemented in 2025), in Article 1, specifically stipulates the role and tasks of the Viet Nam Fatherland Front in promoting the people’s right to self-governance and gathering and promoting the strength of national unity: “The Viet Nam Fatherland Front is a part of the political system of the Socialist Republic of Viet Nam; it is the political foundation of the people's government; it gathers and promotes the strength of national unity; it expresses the will and aspirations and promotes the people's right to self-governance; it represents and protects the legitimate rights and interests of the people; it implements democracy and strengthens social consensus; it monitors and provides social feedback; it reflects the opinions and recommendations of the people to state agencies; and it participates in building the Party and the state and in people's diplomacy, contributing to building and protecting the Fatherland.”

In practice, the people participate in building and perfecting institutions, policies, and laws through agencies, organisations, and elected representatives. These include organisations and individuals representing the people such as the Viet Nam Fatherland Front, political and social organisations, member organisations of the Front, the People’s Inspection Committee, and the Community Investment Monitoring Committee at the commune level; National Assembly representatives and People’s Council representatives at all levels; and also through the press, media, and social networks.

Through these forms, in recent times, the promotion of the people’s right to participate in building and perfecting institutions, policies, and laws, contributing to strengthening and consolidating national unity through the organisation and activities of the Viet Nam Fatherland Front, political and social organisations, and mass organisations assigned tasks by the Party and state, has achieved some outstanding results.

In particular, the active participation in contributing opinions to the building of the Party and the government has been demonstrated through the effective implementation of Decision No.218-QD/TW (dated December 12, 2013) of the Politburo (11th term), which promulgates regulations on the participation of the Viet Nam Fatherland Front, political and social organisations, and the people in contributing opinions to the building of the Party and the government.

This includes many practical contents such as: contributing opinions to draft resolutions, directives, regulations, and documents of the Party directly related to the legitimate rights and interests of the people, and the functions and tasks of the Viet Nam Fatherland Front; contributing opinions to the draft political reports of Party committees and organisations before each congress; contributing opinions on the implementation of Party resolutions and directives, state policies and laws, and the functions, tasks, and powers of Party agencies, Party committees, and organisations, as well as the relationship between Party committees, organisations, and Party members with the people.

In the third and fourth quarters of 2025, in practical response to the large-scale political campaign throughout the Party, the army, and the people, the Viet Nam Fatherland Front Committee and its member organisations actively participated in contributing opinions to the drafting of Party congress documents at all levels and the documents of the 14th National Congress of the Party. The Viet Nam Fatherland Front system compiled 527,764 opinions through direct submissions and correspondence.

In addition, they contributed opinions to state agencies and organisations regarding the performance of their functions and duties as stipulated by the Constitution and laws; provided input on the institutionalisation, concretisation, and implementation of resolutions of the Party, the National Assembly, the People's Councils, and other legal documents; contributed opinions on administrative reform; combating corruption, waste, and negative practices; and contributed opinions on the implementation of legal documents on grassroots democracy. In the third and fourth quarters of 2025, in practical response to the large-scale political campaign throughout the Party, the army, and the people, the Viet Nam Fatherland Front Committee and its member organisations actively participated in contributing opinions to the drafting of Party congress documents at all levels and the documents of the 14th National Congress of the Party. The Viet Nam Fatherland Front system compiled 527,764 opinions through direct submissions and correspondence.

The Viet Nam Fatherland Front Committee and political and social organisations at all levels regularly listened to, gathered, and synthesised opinions and recommendations from voters and the people; periodically coordinated the organisation of voter outreach conferences and compiled opinions and recommendations from voters and the people to present a summary report of opinions and recommendations from voters and the people at each session of the National Assembly and People’s Councils at all levels.

At the same time, they have reflected on and made recommendations to Party committees at all levels and to state agencies, so that the Party and state can promptly grasp the thoughts and legitimate aspirations of the people, identify emerging issues, limitations, and inadequacies in policies and guidelines, and thus make appropriate adjustments, amendments, and additions.

The Viet Nam Fatherland Front and political and social organisations have also actively participated in building and perfecting the legal system. The Viet Nam Fatherland Front and political and social organisations have played a significant role in contributing opinions to draft legal documents and actively participated in providing feedback on the National Assembly’s annual legislative and ordinance drafting programmes before the National Assembly considers and decides on them. Proactively proposing to the government and the Standing Committee of the National Assembly regarding the institutionalisation of contents related to democracy, people's livelihoods, the gathering and building of national unity, and the rights and responsibilities of the Viet Nam Fatherland Front.

It can be affirmed that the Viet Nam Fatherland Front’s participation in the drafting of legal documents has made a significant contribution to providing a legal basis for timely adjustment of social relations related to the gathering and building of national unity; implementing socialist democracy and strengthening social consensus; representing and protecting the legitimate rights and interests of the people and members; and enhancing the effectiveness of movements led or coordinated by the Viet Nam Fatherland Front and its member organisations.

In particular, during the implementation of resolutions and conclusions, directives of the Central Party Committee, resolutions of the National Assembly and the government on the policy of streamlining the organisational structure of the political system, including the Viet Nam Fatherland Front, political and social organisations, and mass associations assigned tasks by the Party and the state, and the implementation of the two-tiered local government model, the Viet Nam Fatherland Front system and its member organisations at all levels have actively participated in contributing opinions to amend and supplement many relevant legal regulations.

For example, they participated in the process of drafting and soliciting public opinion on amending and supplementing several articles of the 2013 Constitution of the Socialist Republic of Viet Nam within the Viet Nam Fatherland Front system. As a result, 6,558 conferences were organised to discuss and gather opinions; the Viet Nam Fatherland Front system and political and social organisations contributed 51,192,334 opinions on amending and supplementing the Constitution.

The VFF has spearheaded the drafting and submission to the National Assembly of laws amending and supplementing several articles of the Law on the Viet Nam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Implementing Democracy at the Grassroots Level. This is to promptly institutionalise the viewpoints, policies, and orientations of the Party, and the new provisions of the Constitution regarding the position, role, rights, and responsibilities of the VFF and other socio-political organisations.

Social monitoring and criticism in the construction and improvement of institutions, policies, and laws of the Viet Nam Fatherland Front

The Viet Nam Fatherland Front Committees at all levels and member organisations have closely followed Directive No.18-CT/TW (dated October 26, 2022) of the Central Party Secretariat to implement social monitoring and criticism activities. The Standing Committee of the Central Committee of the Viet Nam Fatherland Front has implemented the project on innovation and improvement of the quality and effectiveness of social monitoring and criticism work of the Viet Nam Fatherland Front and political-social organisations in the 2024-2029 period.

In consultation with member organisations, the Central Committee of the Viet Nam Fatherland Front issued the annual plan for social monitoring and criticism, serving as a basis for guiding the social monitoring and criticism work of the Viet Nam Fatherland Front system.

Regarding monitoring work, the Central Committee of the Viet Nam Fatherland Front and political and social organisations at the central level, based on the actual situation, presided over the implementation of monitoring activities. Periodically, the Standing Committee of the Central Committee of the Viet Nam Fatherland Front has sent reports on the results of monitoring by the Viet Nam Fatherland Front and recommendations following monitoring to the National Assembly and competent agencies, and has also followed up on and supervised the resolution of the recommended issues and proposals.

At the local level, closely following the direction of the Central Committee of the Viet Nam Fatherland Front, the standing committees of the Fatherland Front committees of provinces/cities presided over consultations with political and social organisations, sought opinions from Party committees, and based on practical conditions, issued plans for social monitoring and criticism.

The Fatherland Front committees of provinces and cities have selected and organised focused supervision on issues of public concern and areas directly related to the legitimate rights and interests of the people, such as: the implementation of Party guidelines, state policies and laws, the implementation of resolutions, projects, and programs at the local level; social security policies; administrative reform; the implementation of grassroots democracy regulations; supervision of the implementation of laws on receiving citizens and resolving complaints and denunciations; supervision of the implementation of laws on environmental and land management, etc.

Through supervision, the standing committees have promptly compiled and recommended to competent agencies and units to consider and overcome limitations and shortcomings; and at the same time proposed many solutions to improve the effectiveness and efficiency of policy and law implementation.

According to statistical reports from 2025, the Viet Nam Fatherland Front committees at all levels in localities chaired and organised 14,814 monitoring activities, including 1,638 at the provincial level and 13,176 at the commune level; and participated in 10,203 monitoring activities with local agencies and organisations, including 500 at the provincial level and 9,703 at the commune level.

Regarding social critique activities, in order to innovate methods and improve the quality of activities, the Central Committee of the Viet Nam Fatherland Front organised a conference to orient some contents that need to be focused on in social critique of the draft Law; inviting experts and scientists in the field of law to research and provide in-depth critique on important and fundamental contents of the draft law.

Therefore, the critique and feedback documents were highly appreciated and served as a basis for the responsible agencies to review and approve the project for discussion. Many critical social opinions were incorporated and studied by the drafting agency to supplement and refine the draft, ensuring its conformity with Party documents, constitutionality, consistency and uniformity with the legal system, and improved effectiveness of state management.

The Viet Nam Fatherland Front committees at all levels have also selected appropriate content and issues for social critique, focusing on critiques of draft resolutions and projects at the local level, and critiques of policies and laws related to the legitimate rights and interests of the people.

Many opinions and recommendations from the Viet Nam Fatherland Front committees and political and social organisations at all levels have been accepted by relevant agencies, serving as an important and necessary information channel to assist Party committees and authorities in considering and deciding on issues in leadership and management, contributing to promoting the people's right to participate in building a clean and strong Party and a socialist rule of law state of the people, by the people, and for the people.

According to the report, in 2025, the Viet Nam Fatherland Front committees at all levels organised 9,576 social critique sessions, including 2,716 at the provincial level and 6,860 at the commune level.

Regarding promoting the people’s right to self-governance in building and supervising the implementation of laws on grassroots democracy: Annually, the Viet Nam Fatherland Front and political and social organisations at all levels have coordinated to organise direct dialogue conferences between the heads of Party committees and the government with members and the people.

Through these dialogues, many specific contents have been proposed, helping Party committees and the government adjust and supplement policies to suit practical realities and gain public support, contributing to promoting the people's right to self-governance and building and consolidating the great unity bloc at the grassroots level. In 2025, the Fatherland Front at all levels organised 3,415 direct dialogues to provide feedback and recommendations on draft policies at the local level.

The Viet Nam Fatherland Front Committee continues to promote its role in implementing grassroots democracy, focusing on improving the quality and effectiveness of the People's Inspection Committee and the Community Investment Monitoring Committee; and focus on consolidating, improving, and promptly guiding the organisation and operation of the People’s Inspection Committee and the Community Investment Monitoring Committee after the reorganisation of commune-level administrative units.

In general, promoting the people's right to participate in building and perfecting institutions, policies, and laws is a crucial element in implementing socialist democracy, ensuring the people's right to self-governance in the process of national construction and development, and is one of the important tasks in the organisation and operation of the Viet Nam Fatherland Front and other political and social organisations.

Through this, the role of organisations representing the people, members, and affiliates in building and perfecting institutions, policies, and laws is increasingly enhanced, ensuring and continuously promoting the people's right to self-governance, strengthening social consensus, and contributing to building and consolidating the great national unity even more firmly.

Directions, tasks, and solutions for the 14th Party Congress term aim to continue promoting the people's right to participate in building institutions, policies, and laws, contributing to building, consolidating, and promoting the strength of national unity in the new period.

The country is entering a new era — an era of national progress, for a peaceful, independent, democratic, prosperous, civilised, happy Viet Nam, steadily advancing towards socialism. To work together with the entire Party, the entire people, and the entire army to realise this goal, the Viet Nam Fatherland Front system, political and social organisations, and mass organisations assigned tasks by the Party and the state will closely adhere to the guiding principles of the Party Central Committee, the Politburo, and the Secretariat, especially the guiding speech of General Secretary To Lam at the First Congress of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organisations in the 2025-2030 tenure, and the content of the action programme to implement the Resolution of the 14th Party Congress with the following specific solutions:

Firstly, promote the people’s right to self-governance in the consultation and election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the term 2026-2031. This includes promoting the people's right to self-governance in nominating and selecting outstanding and worthy individuals to represent the will, aspirations, and self-governance of the people; as well as promoting the supervisory role of the people, the Viet Nam Fatherland Front Committee, and political and social organisations at all levels in implementing the provisions of the law on elections to ensure democratic, fair, and lawful elections.

Secondly, research and submit proposals to the Party and state to further improve the operational mechanisms and policies so that the Fatherland Front and other organisations and associations can participate extensively in social supervision and criticism, and in building the Party’s guidelines and the state’s policies and laws. Develop and promote models of “self-governance, self-reliance, self-supervision” in residential communities, closely linking the government and the people, and practicing and promoting democracy at the grassroots level.

Continue to implement Directive No.18-CT/TW of the Party Central Committee on promoting the role and improving the quality and effectiveness of social supervision and criticism by the Viet Nam Fatherland Front and political and social organisations.

Effectively fulfil the roles, rights, and responsibilities of the Viet Nam Fatherland Front, political and social organisations, and the people in contributing opinions to the building of the Party and government according to Decision No.218-QD/TW (dated December 12, 2013) of the Politburo. Coordinate the effective organisation of direct dialogue between the heads of Party committees and government with the people. Develop mechanisms for the people to directly participate in contributing opinions and reporting to the Party on manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as “self-evolution” and “self-transformation” among cadres and Party members.

Thirdly, promote the implementation of the Law on Grassroots Democracy; effectively implement the motto “the people know, the people discuss, the people inspect, the people supervise, and the people benefit”; implement laws on democracy, and strengthen inspection and supervision of their implementation; and enhance the role of the People’s Inspection Committee and the Community Investment Supervision Committee in monitoring social welfare work and the implementation of projects at the grassroots level that directly relate to the legitimate rights and interests of the people.

Fourth, diversify and innovate, improve the forms and channels for receiving and reflecting the opinions, aspirations, and suggestions of the people; effectively implement the monitoring of the people’s situation in cyberspace to promptly report to Party and state agencies, and report at National Assembly sessions and People’s Council sessions at the same level. Implement a mechanism for receiving and responding to voters' opinions on the “Digital Front” platform, receiving people’s suggestions 24/7.

Implement the “Month of Listening to the People” at all levels, regions, and organisations under the Front. Continue to concretise the issue of people’s mastery to effectively promote the role and responsibility of the Viet Nam Fatherland Front in implementing the mechanism of “Party leadership, state management, and people’s mastery.”

Fifth, focus on applying information technology and digital transformation in social supervision and criticism, and in monitoring and supervising the acceptance of opinions and recommendations and the implementation of activities of the Viet Nam Fatherland Front, political and social organisations, and mass associations assigned tasks by the Party and the state.

Sixth, strengthen and improve the quality of activities of the advisory councils of the Fatherland Front and its member organisations at all levels; build regulations and policies to encourage the use of experts and collaborators in the activities of the Viet Nam Fatherland Front; strengthen consultation with scientists to hear opinions and suggestions and gather, reflect, and make recommendations to the Party and the state on important issues of the country, policies, and guidelines that many people are concerned about, directly related to the legitimate rights and interests of the people. The Politburo is developing and implementing the National Unity Strategy Project until 2030, with a vision to 2045.

In the context of the country facing new opportunities and prospects, the 14th National Congress of the Party is of special importance. The congress will continue to affirm the country's development and reform path, aiming to transform Viet Nam into a developing country with modern industry and a high-middle income by 2030; realising the vision of becoming a developed, high-income country by 2045; and becoming a peaceful, independent, democratic, prosperous, civilised, and happy socialist Viet Nam.

In its role, the Viet Nam Fatherland Front system, political and social organisations, and mass associations assigned tasks by the Party and state will, together with the entire Party, the entire people, and the entire army, further promote patriotism, the aspiration for development, the strength of the people, and the spirit of national unity; strongly innovate thinking; implement strategic decisions synchronously and effectively; and resolutely achieve the success of the Resolution of the 14th National Congress of the Party.
