Promoting the development of an international-standard tax data system

The second workshop on modernising tax statistics and data sharing to support revenue forecasting and tax administration was co-organised by the Department of Taxation and the German Agency for International Cooperation in Viet Nam (GIZ Viet Nam) in Phu Tho Province on December 1.

The workshop brought together more than 200 delegates from units under the Ministry of Finance and Tax Departments nationwide.

In his opening remarks, Deputy Director General Vu Chi Hung of the Department of Taxation stated that the Project of Public Financial Management Enhancement at Viet Nam, co-funded by the European Union and the Government of Germany, has been implemented jointly by the department and GIZ in recent years amid the rapid digital transformation within the tax sector. The project has made important contributions to implementing the digitalisation strategy set by the government and the Ministry of Finance towards building a “digital government” with the goal of providing the best possible service to citizens and businesses.

According to the deputy director general, the first workshop, held on November 18, 2025, was successfully organised with many in-depth and valuable insights from domestic and international experts, focusing on identifying the importance and overall orientation of solutions for digital statistics and for modernising domestic tax statistics.

With this understanding, the Department of Taxation has coordinated with GIZ to organise workshops to gather opinions from leading domestic and international experts as well as relevant agencies and units to support the development of a modern tax statistics regime; to identify data needs within the tax sector and the need for internal information sharing within the Ministry of Finance; and to strengthen coordination among units to improve the quality and availability of statistical data.

Speaking at the workshop, Dr Marco Salm, the Project Leader of Public Financial Management Enhancement at Viet Nam highlighted that the quality of macroeconomic forecasting and budget revenue forecasting depends greatly on the quality and accessibility of data. Accordingly, through the workshop, the Department of Taxation needs to identify the requirements for connecting and sharing data with departments, agencies, and relevant bodies in Viet Nam as the basis for developing cooperation regulations and designing a tax statistics system that is open, integrated, information-rich, and useful.

“According to international practice, the deviation between budget estimates and actual outturns should be maintained within the range of 95% to 105%. Enhancing data quality, improving accessibility, and ensuring the timely provision of data will help create a solid foundation for transparent, proactive, and effective fiscal policymaking,” Dr Marco Salm noted.

During the workshop, delegates discussed the application of modern information technology across the entire process — from collecting information and data from diverse sources to operating and effectively exploiting statistical databases — towards developing and refining statistical regimes and templates in a modern, harmonised, standardised, and automated manner. The move aims to reduce duplication and ensure compatibility with current and future information technology systems, and ensure all units apply a unified standard.
