Becoming a centrally governed municipality marks the beginning of a new phase for Hue City—a phase of construction and development as Vietnam's first cultural heritage city. This serves as a critical foundation, providing fresh momentum and inspiration for Hue to continue promoting its glorious historical and revolutionary traditions. The city aims to build and develop into a smart and culturally rich heritage urban area, fully leveraging its potential and advantages to make breakthroughs for rapid and sustainable development. Hue seeks to affirm its role and position as a regional and national hub for culture, tourism, specialised healthcare, education, training, and science and technology.

“With its new role and position, the entire political system, every cadre, Party member, and citizen of Hue City will fully promote their sense of responsibility, dedication, and intelligence. On behalf of the Party and State leaders, Politburo Member and NA Chairman Tran Thanh Man expressed his delight in attending the ceremony to announce the NA’s Resolution on establishing Hue City as a centrally governed municipality and the NA Standing Committee’s Resolution on reorganising district- and commune-level administrative units for Hue City during the 2023–2025 period.

Looking back on its journey of construction and development, Hue has made remarkable efforts to "transform" itself and achieved significant milestones. The city has developed an urban model focusing on heritage preservation, ecology, and environmentally friendly landscapes. It has established and grown into a hub for culture, tourism, multi-disciplinary education and training, and specialised healthcare at both regional and national levels.
Efforts in heritage conservation and promoting cultural values have yielded substantial results. The city’s economy has maintained steady growth, living standards have improved, poverty rates have declined, national defence and security have been maintained, and progress has been achieved in Party building, anti-corruption, and combating negativity and wastefulness.

He noted that Party General Secretary To Lam once affirmed that “Hue deserves to become a centrally governed city”, along with the message “The entire country for Hue, Hue for the entire country.”
Establishing Hue as a centrally governed municipality and reorganising district- and commune-level administrative units aims to enhance the efficiency and effectiveness of state management and contribute to streamlining the administrative apparatus, reducing staffing levels, and saving state budget expenditures. These steps will further leverage the city’s potential and advantages to promote socioeconomic development at the national level, within the key Central Economic Zone, and locally.
National Assembly Chairman Tran Thanh Man emphasised that the key task for Hue City's Party Committee and authorities is to develop specific, clear, and feasible plans to address the challenges that follow becoming a centrally governed city. These include transitioning the state management model from a provincial structure to that of a centrally governed municipality with a higher degree of urbanisation. The administrative apparatus must be unified, specialised, and more professional to ensure seamless and efficient operations, meeting state management requirements, particularly in urban management, construction order, land management, and maintaining political security, public order, and safety.

The NA leader also added that priority must be given to restructuring the economy to align with a deeper innovation-driven growth model. Key areas include developing competitive service sectors, fostering tourism based on cultural and heritage values, advancing industry toward higher value-added production with a focus on high-tech and environmentally friendly processes, and promoting sustainable, climate-resilient high-tech agriculture.
He said resources should be mobilised to invest in infrastructure for urban development, production, and economic growth. Efforts should also be intensified in administrative reform, improving the investment and business environment, and integrating digital governance with smart urban services.
NA Chairman Man also required particular attention to implementing innovative science and technology policies aimed at green development, meeting objectives outlined in national strategies and programmes on environmental protection, green growth, and clean technologies. Continuous efforts are needed to enhance socio-economic development in ethnic minority and mountainous areas, as well as regions affected by natural disasters and climate change.
