In his opening remarks, Vice President of VUSTA Phạm Ngọc Linh emphasised that the issuance of Directive No. 42-CT/TW marked a significant milestone in the formation and development of the union. The directive affirmed the increasingly important role of VUSTA in uniting the scientific and technological intellectuals to serve national development. It also laid out tasks and solutions for VUSTA’s growth.
Directive No. 42-CT/TW has created favourable conditions for development, enabling VUSTA to achieve positive results across all areas, including organisational growth, and innovation in content and operational methods.
According to Pham Ngọc Linh, in line with the spirit of Resolution No. 18-NQ/TW on streamlining the organisation and apparatus, VUSTA’s Central Agency has restructured its operational model, with one office and three specialised departments. It has proactively proposed and implemented activities involving social consulting and criticism and appraisal activities, and has actively participated in social supervision and criticism of the Vietnam Fatherland Front.
The seminar aimed to analyse and evaluate the 15-year implementation of Directive No. 42-CT/TW and the 5-year implementation of Conclusion No. 93-KL/TW on continuing the execution of the directive, as well as to propose directions for VUSTA’s future development.
According to Pham Van Tan, former Vice President of VUSTA, the issuance of Directive No. 42-CT/TW reflected a visionary approach, contributing to making science and technology a driving force for the country’s industrialisation and modernisation
Le Cong Luong, Deputy Secretary General and Head of the VUSTA’s Department of Science and International Cooperation, stressed that Directive No. 42-CT/TW is a vital and effective document that has spurred rapid development in both the number of member organisations and the quality of their activities, particularly among non-public scientific and technological institutions.
In his concluding speech, Pham Ngoc Linh stated that, based on the summary of Directive No. 42-CT/TW and the 5-year review of Conclusion No. 93-KL/TW, in order to improve the quality and effectiveness of VUSTA’s operations, it is essential to mobilise a wide range of intellectuals, experts, and scientists to participate in consultancy and provide recommendations for the country’s policy development.
