Standing Deputy PM Nguyen Hoa Binh works with Quang Ninh Province

Standing Deputy Prime Minister Nguyen Hoa Binh, together with a government delegation, held a working session on December 20, with Quang Ninh Province to review the situation of production and business activities, public investment, import–export performance, infrastructure development, social housing, national target programmes, and the implementation of the two-tier local government model.

Speaking at the meeting, Standing Deputy PM Nguyen Hoa Binh highly commended Quang Ninh’s efforts and determination in carrying out its assigned tasks and plans.

He stressed that although the province’s economic space has not expanded as much as that of many other localities, Quang Ninh has remained a bright spot for its efforts, innovation, and creativity.

Most of the province’s socio-economic development indicators have been met or exceeded, demonstrating that Quang Ninh has effectively and efficiently implemented major guidelines of the Party Central Committee, conclusions of the Politburo, and the government’s directions and management.

Notably, Quang Ninh has not only fulfilled its targets for social housing development but has also received high public approval. At the same time, national target programmes have been implemented very effectively, reflecting the proactiveness and strong determination of a locality with extensive development experience.

The Standing Deputy PM also praised Quang Ninh’s strategic vision in proactively proposing new investment and development policies, particularly special mechanisms and policies for the development of Van Don Economic Zone, as well as inter-provincial and intra-provincial railway connectivity systems. At the same time, he noted the need for close coordination and thorough consultation with other localities when proposing specific policies for the Van Don special economic zone.

Regarding Quang Ninh’s proposals and recommendations, the standing deputy prime minister requested relevant ministries and agencies to promptly receive, study, and provide responses and clarifications. He also called for stronger decentralisation and delegation of authority to Quang Ninh to facilitate the continued implementation of new programmes and objectives.

Reporting to Standing Deputy PM Nguyen Hoa Binh and the government delegation, provincial leaders affirmed that, with strong determination and concerted efforts, the economy has continued to maintain double-digit growth. The growth rate in 2025 is estimated at 11.89 per cent, ranking first nationwide. The size of the provincial economy is estimated at 368.445 trillion VND, ranking seventh among 34 provinces and centrally run cities; and GRDP per capita is estimated at over 10,400 USD. Total social investment capital is estimated at 117.827 trillion VND, up 12.3 per cent year on year, while total state budget revenue is estimated at 82.235 trillion VND, equivalent to 149 per cent of the central target and 143 per cent of the provincial target, representing a 53 per cent increase compared with 2024.

Since July 1, 2025, the operations of the 54 communes, wards and special administrative units have been implemented smoothly, in a coordinated and timely manner, promptly addressing difficulties and obstacles to ensure effective and efficient governance in service of citizens and businesses.
