General Secretary of the Communist Party of Viet Nam Central Committee and President To Lam proposed making strategic technology cooperation a new pillar of the Comprehensive Strategic Partnership. The two sides should shift from expert exchanges to jointly mastering technologies, jointly creating products and jointly participating in markets.
They should also focus on spearhead areas such as nuclear energy, semiconductors, artificial intelligence and space technology, create favourable conditions for Russian technology corporations to invest in and transfer technologies in Viet Nam, and prioritise the training of human resources and young scientists of the two countries.
