The statement was strongly affirmed by Vietnamese Prime Minister Pham Minh Chinh during his official visit to Algeria.
The official visit to Algeria by Prime Minister Pham Minh Chinh and his spouse, along with the Vietnamese high-level delegation, coincided with the 63rd anniversary of the Algerian people's war of resistance for independence (November 1, 1954).
During his talks with Prime Minister Sifi Ghrieb, Prime Minister Pham Minh Chinh emphasised that, in the current context, the two countries need to “unite for strength - cooperate for benefits – continue dialogue for trust, following the motto “listening together, understanding together, trusting together, acting together, developing together” to create a breakthrough in bilateral relations.
In this spirit, the two sides agreed to upgrade bilateral relations to a strategic partnership - a historic event creating new impetus in bilateral relations.
At the press conference following the talks, Algerian Prime Minister Sifi Ghrieb said both sides reviewed and agreed on concrete measures to promote cooperation across all sectors. He stressed the need to turn the reached agreements into practical, effective actions, aiming to make Viet Nam–Algeria collaboration a model in international relations generally, and in South–South cooperation in particular.
Viet Nam and Algeria and need to “unite for strength - cooperate for benefits – continue dialogue for trust, following the motto “listening together, understanding together, trusting together, acting together, developing together” to create a breakthrough in bilateral relations.
Notably, on November 19, Prime Minister Pham Minh Chinh and his Algerian counterpart Sifi Ghrieb met three times in one day: the official talks in the morning, the Viet Nam-Algeria Economic Forum in the afternoon, and a working session in the evening with several key ministries and enterprises.
This demonstrated the two leaders' high determination, which inspired ministries, sectors, and enterprises of both countries to actively discuss and urgently implement specific tasks.
During this visit, Algerian leaders offered the kindest words praising the great Vietnamese President Ho Chi Minh and the heroic history of the Vietnamese nation, affirming Viet Nam as an inspiration for the Algerian people's revolution for independence, particularly their "eight-year long resistance war" (1954–1962).
With such goodwill, Prime Minister Pham Minh Chinh attended the launch of the Arabic translation of ‘Dien Bien Phu’ at the National Museum of the Army. The book was originally authored by General Vo Nguyen Giap, who led the Dien Bien Phu Campaign on May 7, 1954.
At the ceremony, Vo Hong Nam, son of General Vo Nguyen Giap, presented copies of the book as gifts to Algerian government officials.
The capital Algiers is home to the three-kilometre-long Ho Chi Minh Boulevard, lying on an East–West axis, one of the main roads with heavy traffic.
As part of his official visit to Algeria, Prime Minister Pham Minh Chinh visited Ho Chi Minh Boulevard in Algiers and attended the unveiling of a memorial stele honouring President Ho Chi Minh. This is one of the symbolic constructions representing the good relations between the two countries, and a project to inspire and educate future generations about the bilateral tradition.
While attending the Viet Nam–Algeria Economic Forum, Prime Minister Pham Minh Chinh said the forum held historic significance as it received the attention of Party General Secretary To Lam and the President of Algeria, and was attended by the PMs of both countries. It took place immediately after the two countries upgraded their relations to a strategic partnership, was the largest of its kind ever held between the two nations, and covered all economic fields.
The forum attracted the participation of a large number of business representatives from both countries — initially expected to be about 200 delegates but later doubling. Discussions at the forum focused on bilateral economic cooperation potentials in all fields.
Addressing the forum, Prime Minister Sifi Ghrieb reiterated that with its strategic location as a gateway to the Middle East, Africa and Europe, Algeria offers significant advantages for Vietnamese businesses, encouraging them to seize opportunities for South–South cooperation.
He called on Algerian investors to negotiate with Vietnamese businesses to seek cooperation opportunities to boost Algeria's export of key products to Viet Nam and vice versa.
Repeating the Algerian President and Prime Minister’s affirmation that economic cooperation between the two countries has no limits, Prime Minister Pham Minh Chinh asked Vietnamese enterprises to enhance investment cooperation in Algeria in various fields from tea cultivation, animal husbandry, forestry, livestock feed, rice cultivation to high technology, in the spirit that “the interests of Algeria are the interests of Viet Nam; the interests of the Algerian people are the interests of the Vietnamese people; and the achievements of enterprises in Algeria are also those of Vietnamese enterprises”.
Following this spirit, the Vietnamese Prime Minister called on the business community and investors, especially Algerian businesses and investors, to focus on cooperation and investment in six key sectors: energy and minerals; infrastructure, construction, logistics; high-tech agriculture, agricultural and aquatic product processing; digital technology, telecommunications, services; and education, training, technology transfer.
This message from the Vietnamese Government leader was warmly received by Algerian leaders, reflected in strong, practical, effective cooperation declarations and commitments with the Vietnamese side.
There is no reason to prevent the two countries from continuing to be good friends, good partners, and good brothers in economic development so that each nation can grow in civility, strength, and prosperity, and its people can enjoy increasing happiness and well-being.

Echoing Prime Minister Pham Minh Chinh’s views, Algerian leaders expressed that on the basis of reliable political foundations, the two countries should turn the heroic past and good friendship tradition into tangible cooperation results in the new phase.

Prime Minister Pham Minh Chinh summed up that in the past, Viet Nam and Algeria united, stood firm, and helped each other as friends, partners, brothers in each other’s struggles against colonialism for national independence and freedom. Therefore, at present and in the future, there is no reason to prevent the two countries from continuing to be good friends, good partners, and good brothers in economic development so that each nation can grow in civility, strength, and prosperity, and its people can enjoy increasing happiness and well-being.
