Viet Nam and Türkiye sign defence cooperation agreement

As part of a working visit to Türkiye, Senior Lieutenant General Hoang Xuan Chien, Party Central Committee Member, Standing Member of the Central Military Commission, and Deputy Minister of National Defence, led a delegation from Viet Nam’s Ministry of National Defence to meet with Turkish Minister of National Defence Yaşar Güler.

The meeting was also attended by Turkish Deputy Minister of National Defence Musa Heybet and Vietnamese Ambassador to Türkiye Dang Thi Thu Ha.

Welcoming the delegation to Türkiye, Minister Yaşar Güler expressed his satisfaction with the growing cooperation between the two countries, particularly between their defence ministries. He also thanked Viet Nam’s Ministry of National Defence for sending a high-level delegation to attend the International Defence Industry Fair (IDEF 2025).

Senior Lieutenant General Hoang Xuan Chien expressed appreciation for the warm welcome from Türkiye’s Ministry of National Defence, praised the scale and professionalism of IDEF 2025, and welcomed the participation of Turkish defence enterprises and manufacturers in the Viet Nam International Defence Expo scheduled for late 2026.

He noted that following the official visit to Türkiye by Vietnamese Prime Minister Pham Minh Chinh in November 2023, bilateral relations have continued to flourish, laying a solid foundation for elevating the defence cooperation between the two countries to new heights.

On the occasion, Senior Lieutenant General Hoang Xuan Chien presented a letter from General Phan Van Giang, Viet Nam’s Minister of National Defence, inviting Minister Yaşar Güler to visit Viet Nam in the near future. He affirmed that the decision by both ministries to appoint resident defence attachés in each country would contribute to deepening and enhancing the bilateral defence cooperation.

He proposed that both sides consider expanding cooperation in several areas, including delegation exchanges, training, post-war mine and unexploded ordnance clearance, defence industry collaboration, UN peacekeeping, cybersecurity, and response to non-traditional security challenges.

Minister Yaşar Güler welcomed these proposals, expressing Türkiye’s desire to strengthen bilateral defence ties with Viet Nam. He also affirmed the country’s readiness to promote delegation exchanges at all levels, personnel training, and cooperation between defence industries and naval and ground forces.

Regarding defence industry collaboration, Türkiye expressed its willingness to cooperate with Viet Nam in accordance with the needs and capabilities of both sides.

On the same day, Deputy Minister Hoang Xuan Chien and Turkish Deputy Minister of National Defence Musa Heybet signed an agreement on defence cooperation between the Ministry of National Defence of the Socialist Republic of Viet Nam and the Ministry of National Defence of the Republic of Türkiye.

The signing of this agreement marks a significant step forward in Viet Nam–Türkiye defence cooperation. It provides a framework to promote collaboration in delegation exchanges, strategic dialogue, training, defence industry, UN peacekeeping, and other mutually agreed areas, while contributing to stronger, more substantive, and more effective bilateral relations.
