Viet Nam moves to translate national energy policies into action

A forum on implementing mechanisms and policies for national energy development in the 2026–2030 period was held by Industry and Trade Newspaper on January 29, attracting wide attention from experts, leaders of ministries and sectors, and media organisations.

Editor-in-Chief of Industry and Trade Newspaper Nguyen Van Minh noted that the National Assembly on December 11, 2025 adopted a breakthrough resolution on mechanisms and policies for national energy development for the 2026-2030 period, expected to create strong momentum in translating Party guidelines and State energy policies into practice.

The resolution seeks not only to remove long-standing bottlenecks in institutions, planning, investment procedures and resource mobilisation, but also to establish a new legal framework for energy development, particularly offshore wind power, renewable energy, energy storage systems, and the gradual formation of a transparent and competitive electricity market.

Experience from the 2020–2025 period shows that, alongside important foundational achievements, the energy sector still faces numerous obstacles in project implementation and policy execution. As a result, the key challenge now lies not merely in issuing policies, but in ensuring they are implemented in a substantive, effective and coordinated manner.

At the forum, presentations focused on national energy development orientations for the 2026–2030 period, policy proposals for offshore wind power and energy storage systems, and solutions to address land, environmental and administrative hurdles in energy projects. Discussions also examined core aspects of Resolution 253/2025/QH15.

Ta Dinh Thi, Deputy Chairman of the National Assembly’s Committee on Science, Technology and Environment, said the resolution is expected to have far-reaching impacts on socio-economic development. A stable and flexible energy supply will underpin GDP growth, industrial expansion, investment attraction and national competitiveness, while green and sustainable energy transition will strengthen energy security and support Viet Nam’s long-term development ambitions.
