The first Vinh Long Provincial Party Congress for the 2025-2030 tenure identified the development of high-quality human resources as one of the strategic breakthroughs. To realise this goal, the Vinh Long Provincial Party Committee has developed a draft Resolution on the development of high-quality human resources for the 2025-2030 period, with a vision to 2045.

Following the merger of the three provinces of Tra Vinh, Ben Tre and Vinh Long, the locality has opened up a vast development space with an abundant workforce of approximately 2.1 million people. Vinh Long currently has an outstanding training infrastructure system in the Mekong Delta region, with a number of reputable universities and colleges such as Tra Vinh University, Vinh Long University of Technology Education, Cuu Long University, Mien Tay Construction University, and the Ho Chi Minh City University of Economics campus, among others.

However, the overall quality of human resources has yet to keep pace with development requirements; the proportion of workers holding degrees and certificates remains low; meanwhile, the province is facing a shortage of leading experts, high-tech engineers and logistics professionals, as well as a wave of highly skilled workers moving to major economic centres.

Against this backdrop, the Resolution of the Provincial Party Committee identifies people as the subject, driving force and goal of development; and calls for a shift from an advantage in quantity to an advantage in the quality of human resources.

By 2030, the province aims to meet the demand for high-quality human resources in the fields of science, technology, innovation and digital transformation, with 20,783 people needed by 2030; for high-quality human resources serving the education and training sector, it aims to attract and train 6,324 master’s degree holders and 68 PhD holders. During the 2026-2030 period, the province aims to supply high-quality human resources for the healthcare sector, attracting and training 522 personnel with university degrees and 1,588 postgraduates.

The workshop heard numerous presentations and contributions from current and former provincial leaders, experts, scientists, as well as representatives of a number of institutes, universities and businesses inside and outside the province. These were highly insightful contributions that clearly reflected the overall picture of the current quality of human resources in Vinh Long province.

The workshop recorded broad consensus and strong agreement on the role, significance and importance of developing high-quality human resources in line with Vinh Long province’s development objectives and orientations in the coming period.
