Affirming resolve, crystallising wisdom, and generating strong momentum for action

Politburo Directive No. 01-CT/TW (dated January 23) requires that the study, dissemination, communication, and implementation of the Resolution of the 14th National Party Congress be carried out under the guiding principle of “thorough understanding – correct action – resolute follow-through.”

Nhan Dan Newspaper has launched a special column titled “Resolutions and Action – Rapid and Sustainable National Development” to promptly, comprehensively, and accurately reflect the implementation process, affirming unity in will and action throughout the Party, broad public consensus, and the determination to successfully realise national development goals in a new era.

The 14th National Congress of the Communist Party of Viet Nam concluded with great success, marking a significant milestone in the country’s development and the Party’s revolutionary cause. The success of the congress further affirms the Party’s strong political resolve, collective wisdom, strategic thinking and vision, and powerful momentum for action in meeting the requirements of rapid and sustainable national development in the new period.

Many thoughtful and responsible opinions from officials, Party members, and people from all walks of life have expressed strong agreement with and high appreciation for the congress’s new and notable features — particularly its clear action-oriented mindset, the development philosophy that “the people are the root,” and the strong promotion of digital transformation and science and technology. These orientations aim to overcome weaknesses in implementation by decisively translating the Party’s guidelines and policies into concrete actions in real life.

Emphasising action-oriented mindset, with people at the centre

The determination to successfully achieve the two strategic goals places special demands on the 14th Party Congress: facing the truth and accurately assessing the situation; resolutely renewing thinking, improving institutions, and enhancing national governance capacity; and acting decisively, boldly, effectively, and with breakthroughs. One of the widely recognised innovations of the 14th Congress is the clear and consistent spirit of action reflected throughout the documents, especially in the action programme for implementing the congress’s resolution.

Beyond identifying general objectives and orientations, the congress’s documents delve deeper, specifying concrete tasks and solutions with clear implementation roadmaps and well-defined responsibilities. This provides an important foundation for rapidly translating the congress’s decisions into practice, while facilitating inspection, supervision, and accountability assessment at all levels, organisations, and among individual officials. This approach demonstrates a strong shift in the Party’s leadership and governance mindset — from orientation to organisation of implementation, and from “doing things right” to “doing things effectively”, with a focus on feasibility and tangible results.

The action-oriented spirit of the 14th Congress is clearly reflected in the determination to build a clean, strong, comprehensive, and civilised Party; renew organisational structures; strengthen power control; and build a contingent of officials with sufficient integrity, competence, and prestige to meet task requirements. Measures to control power and prevent corruption, waste, and misconduct continue to be emphasised, with requirements for synchronised, resolute implementation — without forbidden zones or exceptions.

Sharing this view, Duong Van Dung, a retired official in Linh Nam Ward (Ha Noi), noted that the documents of the 14th Congress not only set appropriate goals but also clearly specify what must be done, how it should be done, and who bears responsibility. This approach creates a basis for inspection and supervision, while requiring Party organisations and officials to move from words to deeds, from commitments to concrete action. He stressed that this reflects the Party’s very high political determination to enhance feasibility and practical effectiveness, particularly in Party building and in preventing corruption, waste, and misconduct.

Many officials, Party members, and citizens who closely followed the congress’s proceedings share a common assessment: the action-oriented mindset of the 14th Congress is firmly grounded in the consistent principle of placing the people at the centre — as both the goal and the driving force of development. All major policies on socio-economic development, party building, and political system building are examined through the lens of the people’s legitimate and long-term interests.

Nguyen Thi Xuan Huong, Member of the Standing Committee of the Tay Ninh Provincial Party Committee and Head of its Commission for Information, Education, and Mass Mobilisation, stated that the principle of “the people as the root,” with people as the centre, subject, goal, and driving force of development, is a superior and deeply humane policy. It is being eagerly anticipated by officials, Party members, and people in the province to be realised in a synchronised and effective manner during this term. Orientations on institutional improvement, administrative reform, enhancement of public service quality, comprehensive social security, and holistic human development are all closely linked to improving people’s quality of life. The principle of “for the people, for humanity” is no longer a general slogan but has been concretised through practical objectives and solutions directly connected to daily life.

From the grassroots perspective, many opinions highly value the congress’s emphasis on comprehensive human development, affirming that people are both the objective and the most important resource of national development. Investment in education and training, science and technology, healthcare, and cultural development is placed in close synergy with economic development, ensuring social progress and equity.

Duong Thi Thuy, Secretary of the Party Cell of Residential Group No. 34, Yen Hoa Ward (Ha Noi), noted that recent central resolutions and the documents of the 14th Congress demonstrate very strong determination to improve social policies in a comprehensive, modern, inclusive, and effective manner, with particular emphasis on social security, healthcare, education, and public healthcare. From the reality of a locality with many elderly residents and a Party cell of 57 members — mostly retired officials — she expressed hope that policies on digital healthcare and digital health services for the elderly will soon receive attention and be effectively implemented as the major orientations set by the congress are put into practice.

Improving Institutions and Promoting Digital Transformation

In discussions with reporters, many officials, Party members, and members of the public have noted that the major orientations identified at the 14th National Party Congress both inherit the valuable achievements and experience of previous terms and demonstrate strong innovative thinking, a long-term strategic vision, and high political determination to ignite aspirations for a prosperous and happy nation.

Alongside its action-oriented mindset and people-centred approach, the 14th Congress clearly identified institutions as one of the major bottlenecks in the development process, while also recognising them as the “breakthrough of breakthroughs” in the new stage of development. Assessing this approach as frank, scientific, and closely aligned with reality, Dr Nguyen Dinh Luc, Chairman of the Viet Nam Association for Legal Dissemination and Consultation, stated that the documents of the 14th Congress go beyond merely identifying “bottlenecks,” instead setting forth requirements to continue improving development institutions, with a focus on the legal system.

A key innovation of the 14th Congress lies in linking institutional improvement with responsibility for implementation and accountability, thereby helping to overcome the long-standing situation in which sound policies have been slow to be implemented and have delivered limited effectiveness. At the same time, institutions are no longer viewed primarily as management tools but are increasingly regarded as a competitive advantage and a foundation for development facilitation.

In response to the urgent demands of the new development stage, comprehensive digital transformation has been identified as a task to be carried out in parallel with institutional reform. The documents of the 14th Congress affirm that science, technology, innovation, and digital transformation are becoming key drivers of growth; a foundation for enhancing productivity and competitiveness; a tool for improving governance effectiveness; and a means of creating new business models, new jobs, and new sources of added value.

For the first time, digital transformation is positioned as a cross-cutting theme throughout the congress’s documents, closely linked with institutional reform, renewal of the growth model, and enhancement of national governance quality. According to Dinh Van Hoang, Secretary General of the Viet Nam Young Scientists and Technologists Association, the documents of the 14th Congress further build upon and strongly advance the Party’s awareness of the role of science, technology, innovation, and digital transformation, providing an important foundation for translating policy decisions into reality, improving productivity, competitiveness, and governance efficiency.

The emphasis on flexible financial mechanisms, public–private partnerships, and task-based commissioning of scientific research is considered highly practical, helping to encourage investment, improve the quality of human resources, and attract intellectuals both at home and abroad.

The orientations and decisions adopted at the congress clearly demonstrate the political resolve, collective wisdom, aspiration to rise, and strong determination for action of the entire Party, people, and armed forces. Following the congress, a crucial task is to organise the synchronised, resolute, and effective implementation of the resolutions and action programmes so that the spirit and decisions of the congress are swiftly translated into practice, generating clear and substantive changes and realising the aspiration to build a prosperous and happy Viet Nam.
