Da Nang implements proactive public administration associated with application of science and technology

The two-tier local government apparatus in Da Nang City has promoted the application of information technology and digital transformation in handling administrative procedures, ensuring quick and effective service for people and businesses.

Within the framework of the working programme with localities to grasp the situation of the operation of the two-tier government apparatus at the commune, ward, and special economic zone levels, and to inspect and supervise the implementation of decentralised and delegated tasks under the state management of the Ministry of Science and Technology, the working group of the Ministry of Science and Technology has recently worked with the People’s Committee of Da Nang City and the People’s Committee of Thanh Khe Commune.

A series of solutions to support grassroots authorities

Tran Ngoc Thach, Deputy Director of the Department of Science and Technology of Da Nang, said that communes and wards in the area have completed their organisational structure, announced personnel, established specialised units, and public administration centers. The whole city has completed 371 specialised agencies and 989 public service units; arranged work for more than 33,000 people.

The City People’s Committee has issued many documents, directives, and plans to inspect the operation of two-level government, clearly assigning responsibilities; proactively mobilising and supplementing IT human resources to serve digital transformation at the commune level.

A special campaign to bring volunteer IT students to support communes and wards has been implemented through Plan No.40/KH-UBND dated August 11, 2025 of the City People’s Committee. In addition, the city also requested large telecommunications enterprises such as VNPT and Viettel to arrange permanent staff to support the conversion in communes and wards.

Regarding administrative procedures, 2,227 procedures have been announced, providing 2,061 online public services (92.54%), including 865 full-service services. In just over a month, more than 103,000 records have been received, of which more than 76% were submitted online. In particular, the city is piloting a public service model that is independent of administrative boundaries in the fields of civil status and land.

93 commune-level public administrative centres have been established, fully equipped with information technology infrastructure, with a bandwidth of 300Mbps-1Gbps, synchronously deploying shared software such as: Document management and operation system, digital signature, administrative procedure settlement system. Each commune and ward was allocated 300 million VND to proactively purchase information technology equipment.

All 70,000 cadres, civil servants and public employees have been granted system accounts, official emails, and installed digital signatures. In particular, the consolidation of software systems and data from old agencies was completed in large volumes: More than 40,000 accounts were moved from Quang Nam, and 3,000 digital signatures were updated.

The city has organised more than 29 direct and online training courses for commune and ward cadres on administrative document software and administrative procedure settlement systems. Instructional documents, videos on software usage, error handling procedures, etc. have also been sent to agencies and units for cadres to easily look up and use.

The Department of Science and Technology has set up a 24/7 hotline 1022 with a team of operators and technical operators, ensuring continuous support for people and officials. The post office has arranged personnel to receive administrative procedure documents directly at all public administrative centers of wards and communes.

At the same time, the Community Digital Technology Teams and the Youth Union support people in performing online public services, contributing to reducing the workload for professional officials. In particular, the city has proposed to arrange 1-2 information technology positions for each commune and ward.

Tran Ngoc Thach, Deputy Director of the Department of Science and Technology of Da Nang, said that according to Decree No.132/2025/ND-CP, Decree No.133/2025/ND-CP of the Government, Circular No.07/2025/TT-BKHCN and Circular No.08/2025/TT-BKHCN of the Minister of Science and Technology, the City People’s Committee and the Chairman of the City People’s Committee have been decentralised to perform more than 80 tasks in the field of state management of Science and Technology, including 121 new administrative procedures in the fields of telecommunications, radio frequencies, intellectual property, standards, measurement, quality, science and technology activities.

Based on the advice of the Department of Science and Technology, the City People’s Committee, the Chairman of the City People’s Committee has issued 5 Decisions authorising the Director of the Department of Science and Technology to perform a number of contents under the authority of the City People’s Committee and the Chairman of the City People’s Committee.

The leaders of Da Nang city have directed the serious, urgent and timely implementation of the decentralised tasks, delegation of authority and authority assignment immediately after the decentralisation and delegation of authority documents were issued. The Department of Science and Technology is proactively ready to receive the decentralised tasks, without major problems arising in the initial stage.

To support the implementation of one-level public administration and proactive public administration, the People’s Committee of Da Nang City has proposed that the Ministry of Science and Technology assign a focal point to support the city in implementing one-level public administration and proactive public administration, including assessing the completion of the model, using the database of central ministries and branches, guiding the application of legal regulations and synthesising the registration of funding needs to implement related plans. This support will help Da Nang optimize administrative processes, minimise procedures and increase convenience for people and businesses.

Soon issue a list and plan to deploy the national digital platform, the shared digital platform of the industry, field, and region, together with Decision No.1527/QD-BKHCN dated June 29, 2025 of the Minister of Science and Technology.

Coordinate with ministries and branches to review and complete institutions and mechanisms to deploy online public services throughout the process; complete and effectively exploit national databases, shared databases of state agencies and deploy key solutions in Decision No.15665 dated July 18, 2025 of the Prime Minister on the Plan to improve the quality of providing online public services throughout the process; provide new personalised, data-based digital services for people and businesses.

Send experts to support the development and give opinions on the city’s Projects according to the content agreed between the Ministry of Science and Technology and the People’s Committee of Da Nang City.

At the meeting, Ho Quang Buu, Vice Chairman of the People’s Committee of Da Nang City, highly appreciated the Working Group for directly going to the locality to provide guidance and support; requested the functional units of the Province to continue advising the city’s leaders to seriously and effectively implement the assigned tasks.

Virtual assistants are needed to serve people faster

Previously, the Working Group had a working session with the People’s Committee of Thanh Khe Ward. Tran Tuong Van, Chairman of the People’s Committee of Thanh Khe Ward, said that the operation at the Public Administration Service Center has gradually stabilised and become more effective compared to the initial period, continuing to wait for the administrative procedures posted on the National Public Service Portal to stabilise and ensure connection to increase the rate of receiving online public services in the coming time.

Van suggested that with a large population, the current volume of records processed at the Public Administration Service Centre in particular and at the professional agencies of the whole ward is very large. It is very necessary to apply virtual assistants for people to quickly access administrative procedures and support officials and civil servants in looking up and processing documents in accordance with regulations. She proposed that the Central Government should have early support solutions in the coming time so that officials and civil servants can further shorten the time to look up and verify documents.

At the meeting, Tran Thi Ngoc Ha, Deputy Director of the Department of Innovation and Creativity, Head of the working group, requested the Ward People’s Committee to continue to closely follow and effectively implement the contents of state management of science, technology and innovation that have been assigned authority to the commune-level government; the functions and tasks of the specialised agencies on science, technology and innovation at the commune level as prescribed in Circular 10/2025/TT-BKHCN.

It is necessary to have a plan, roadmap for arranging, training human resources, preparing resources, equipping means and machinery to ensure effective implementation, especially state management tasks on measurement, product quality, etc. within the scope of management; at the same time, continue to have solutions to develop specialised human resources, specialising in science and technology, and strengthen coordination with relevant agencies.
