Defence Ministry accelerates the disbursement of funding sources for double-digit economic growth

The Ministry of National Defence held a conference in Ha Noi on August 17 to accelerate the disbursement of funding sources, contributing to the goal of achieving double-digit economic growth.

The conference was chaired by General Phan Van Giang, Politburo Member, Deputy Prime Minister, and Minister of National Defence.

Concluding the conference, General Phan Van Giang instructed the entire military to urgently and thoroughly address existing shortcomings and limitations, ensuring the full disbursement of all funding sources within the Ministry of National Defence by January 31, 2027.

Financial and budgetary matters must be incorporated into leadership resolutions, while heads of units must personally inspect and ensure disbursement progress.

Administrative procedures should be streamlined to shorten the time required to complete procedures for investment, procurement, production, repair, and upgrading of weapons and technical equipment.

Units must resolutely accelerate the disbursement of capital for basic construction and public investment projects and promptly complete payment documentation as soon as completed work has been inspected and accepted.

They should also coordinate with local authorities to resolve difficulties in site clearance and ensure adequate supplies of construction materials, while selecting capable contractors and strictly handling violations.

Financial resources must be proactively secured for local military organisations operating under the two-tier local government model. Funding requirements for operations, offices, equipment, and communications infrastructure for commune-level military commands and infantry regiments under provincial-level military commands should be reviewed to ensure uninterrupted operations at the grassroots level.

Priority should also be given to disbursing funds for science, technology, innovation, and digital transformation tasks under Resolution No.57-NQ/TW, while budgets for national target programmes should be promptly allocated once estimates are assigned by the state.

Military enterprises were urged to expand markets and exports, develop dual-use and high-tech products, improve capital efficiency, fulfil state budget collection and contribution targets, and achieve double-digit growth objectives.
