In his Testament, he emphasised: "The Youth Union’s members and young pioneers are generally good, enthusiastic and eager to volunteer and undaunted by difficulties, and have a progressive spirit. The Party needs to pay attention to educating them in revolutionary ethics, training them to become successors who will build socialism with both 'red' and 'expert' qualities. Training revolutionary generations for the future is a very important and necessary task.”

For the past 55 years, following the guidance of President Ho Chi Minh, the Communist Party of Vietnam has consistently valued the position and role of youth. The Party has placed its trust in the younger generation and youth in the struggle for national independence, the cause of national construction and defence.

The Party has especially focused on training, nurturing, and harnessing the role, strength, intellect, and creativity of youth. The Party has also viewed the care, education, and development of young people as both a goal and a driving force for the country’s sustainable development. The work related to youth has been considered a key factor in the success or failure of the revolution.

Under the leadership of the Party and President Ho Chi Minh, Vietnamese youths have always been at the forefront in defending, building, and developing the nation. During the nation’s resistance wars, the Ho Chi Minh Communist Youth Union and generations of Vietnamese youth, were loyal to the Party and Ho Chi Minh's ideals, fought bravely, and contributed to major victories in the nation’s history.

In the nation's reconstruction cause, youths have continued to adhere to the Party’s policies and have been determined to build and protect the homeland. With the spirit that “Wherever there is need, young people are present, wherever there are difficulties, there are young people” and the slogan of “Living, fighting, working, and studying following the great example of President Ho Chi Minh,” Vietnamese youths have strived together in various ways. They have engaged in studying and building socialist students’ organisations, labouring beyond targets, practicing thrift, innovating, improving techniques, volunteering for land reclamation, and assisting the entire nation in overcoming economic-social crises and safeguarding the sacred sovereignty of the nation's borders.

The younger generation of Vietnam has been continuing to demonstrate their vitality, courage, creativity, and willingness to think boldly and act decisively. They have been dedicated to self-improvement, studying, and practicing President Ho Chi Minh’s ideals, morality, and lifestyle, thus contributing to the nation’s industrialisation and modernisation. Their efforts aim to achieve the goal of developing Vietnam more "prosperous, powerful, democratic, just, and civilised."

Communist youth-led projects are still visible across the country, with notable examples including the Hoa Binh Hydropower Plant. As the nation entered the era of renewal, youths continued to contribute their energy and intellect towards the development and strengthening of the country.

In the comprehensive renewal of the nation today, amid global trends and international integration, Vietnamese youths have had the opportunity to interact with diverse global ideas and cultures. Despite this, they have remained steadfast in their commitment to the goals, ideals, and path of national independence and socialism.

Vietnamese youths, including students, pupils, and young volunteers, have actively participated in various movements such as Youth School Programmes, Youth Volunteer, and Youth Entrepreneurship. Their contributions have significantly aided the nation's development and have been recognised and honoured by the Party, the State, and society in many ways. This recognition reflects the confidence and expectations expressed by President Ho Chi Minh: "Our youth union’s members and young pioneers are generally good, enthusiastic, eager to volunteer, undaunted by difficulties, and have a progressive spirit.”

However, alongside these positive aspects, there are challenges that arise from the market economy, international integration, and the proliferation of a pragmatic lifestyle driven by personal gain at the expense of ethics. The "peaceful evolution" schemes and the antagonistic actions of hostile forces have negatively impacted society, leading to ideological and moral decline, which affects even the younger generation.

Some young people and students show signs of losing their ideals, faith, and direction, lacking ambition for personal and professional development. They may adopt a pragmatic lifestyle, be reliant and irresponsible, and indifferent towards family and society. These behaviours have negatively affected the development of youth and the overall progress of society.

To effectively counteract and address negative manifestations, while continuing to enhance the training and education of the younger generation in the current context, several measures should be implemented.

The entire political system and society need to elevate their awareness and responsibility regarding the role and importance of youth, and the training and education of young people according to President Ho Chi Minh's ideology. This is not solely the responsibility of the educational sector or individual families but of the entire political system.

It is essential to build a strong Ho Chi Minh Communist Youth Union both politically and organisationally, making it the core political entity of youth organisations and movements in Vietnam. This organisation should act as a vital support and key arm of the Party, mobilising and leading revolutionary action among youths, and serving as a bridge between youths and the Party.

The comprehensive education should be focused for the younger generation, especially in political ideology, ethics, and lifestyle. President Ho Chi Minh emphasised the importance of developing youth in terms of morality, intellect, physical health, and aesthetics, ensuring they become capable successors for building socialism.

Each Youth Union’s member and young pioneer should continuously strive for self-improvement, learning, and training to be a worthy successor in building a socialist society.

In the current era, it is crucial to strengthen education on revolutionary ideals, ethical behaviour, cultural lifestyle, national pride, and aspirations. Creating a conducive environment for learning, working, and recreational activities is essential for holistic and balanced development in terms of intellect, physical health, and aesthetic values.

Motivation should be created for the youth to be proactive in learning, creative labour, entrepreneurship, and mastering modern scientific and technological knowledge. They should play a significant role in the national development and defence.

Each Youth Union’s member and young pioneer should continuously strive for self-improvement, learning, and training to be a worthy successor in building a socialist society. To live up to President Ho Chi Minh’s trust and expectations in the current revolutionary period, youths should diligently study, maintain physical fitness, cultivate ethical behaviour, enhance political acumen, live simply and positively, and remain steadfast in the face of difficulties, temptations and hostile forces. They should embody the spirit of pioneering and commitment with the motto: “Wherever there is need, young people are present, wherever there are difficulties, there are young people.”
