Ensuring power transmission grid infrastructure to serve national socio-economic development

The National Power Transmission Corporation (EVNNPT) has set a target to commence construction on 87 projects and complete and energise 86 power transmission projects in 2026.

Despite the enormous workload, EVNNPT is implementing a wide range of coordinated solutions to ensure investment and construction progress, meeting socio-economic development requirements and the growth targets set by the Party and the Government.

Accelerating from beginning of the year

The year 2026 marks the first year of implementing the adjusted Power Development Plan VIII for the five-year period, which has pivotal significance for the development of the national power system in the new phase. Amid rising electricity demand, the power transmission sector’s mission is to ensure synchronised infrastructure that stays one step ahead, laying the foundation for sustainable economic growth.

EVNNPT identifies 500kV and 220kV transmission lines and substations as playing a key role in evacuating power capacity from generation sources, receiving imported electricity and renewable energy, strengthening system connectivity, and enhancing inter-regional transmission capacity. Any delay from the first year would create significant pressure for the following years.

At the same time, investment preparation and project management have continued to be standardised and systematically implemented across the entire system. In particular, compensation and site clearance are identified as needing to be carried out in advance. This remains the biggest “bottleneck” affecting the progress of power transmission projects.

From the beginning of 2026, EVNNPT has proactively coordinated closely with ministries, sectors, and local authorities in communication and mobilisation; promptly completed legal documentation; agreed on compensation, support, and resettlement plans; while making timely recommendations to resolve mechanism and policy obstacles in order to hand over sites for projects as soon as possible.

Truong Huu Thanh, General Director of EVNNPT, said that in 2026, the volume of projects to be commenced and energised is very large, spanning many localities and regions. Practical implementation shows that the biggest challenges remain in site clearance and investment procedures, especially for transmission line projects passing through many localities, complex terrain, forest areas, and land used for special purposes.

In addition, increasingly stringent requirements on technical standards, environmental protection, and safety, along with fluctuations in material and labour costs, are placing further pressure on construction investment management. Under tight timelines, EVNNPT must simultaneously implement many large-scale projects, requiring high determination and strong effort across the entire system.

In response to these challenges, EVNNPT has determined to act decisively, enhance the responsibility of unit leaders, and strengthen coordination with local authorities to promptly resolve difficulties, ensuring projects are implemented safely, efficiently, and on schedule.

At the same time, EVNNPT is focusing on preparing a workforce with sufficient capacity and experience to meet the demands of implementing a large number of projects in the new phase. Training and capacity-building for staff involved in construction investment, project management, and site clearance continue to be promoted, aiming to enhance professionalism and practical operation efficiency.

Reforming governance models, improving staff capacity, and promoting the application of science and technology and digital transformation in construction investment management and transmission grid operation are identified by EVNNPT as foundational solutions, contributing to improving labour productivity and meeting the requirements for rapid and sustainable development of the national power system.

Diversifying capital sources for transmission grid investment

To meet the substantial capital demand for developing the transmission grid under the Adjusted Power Development Plan VIII, EVNNPT is implementing a range of coordinated solutions to mobilise and efficiently utilise financial resources, ensuring that key projects are not disrupted.

First, EVNNPT is focusing on strengthening its financial capacity and improving key indicators to enhance its attractiveness to credit institutions and donors. The corporation is building a plan to increase its charter capital for submission to competent authorities for consideration and approval, while also implementing international credit ratings to expand access to foreign capital sources at reasonable costs.

At the same time, capital mobilisation plans are closely aligned with annual and medium-term investment plans, ensuring balanced and scientific allocation of resources, prioritising urgent projects with high spillover effects and long-term efficiency.

General Director Truong Huu Thanh emphasised that diversifying financing methods is an important solution to reduce pressure from credit limits. In addition to traditional funding sources such as ODA, domestic commercial loans, and preferential loans from the Viet Nam Development Bank, EVNNPT has been implementing foreign loans without Government guarantees, while also exploring other channels such as bond issuance and loans from local development investment funds.

Along with improving mechanisms and expanding capital sources, EVNNPT places particular emphasis on building a professional team responsible for capital mobilisation, with strong expertise and high responsibility. This is a key factor in enhancing negotiation efficiency, shortening the time required to secure funding, and ensuring sustainable financial resources for the development of the power transmission grid in the coming period.
