The Letter of Intent was signed by Trinh Anh Tuan, Chairman of the National Competition Commission of Viet Nam, and Sarah Lacoche, Director-General of France's Directorate-General for Competition, Consumer Affairs, and Fraud Prevention.
The signing of the Letter of Intent, held as part of General Secretary and President To Lam’s official visit to France, is expected to provide strong momentum for cooperation between the two countries in general and between their consumer protection authorities in particular.
The signing ceremony was witnessed by Vietnamese Finance Minister Ngo Van Tuan and French Minister for Economy, Finance, and Industrial, Energy and Digital Sovereignty Roland Lescure, together with representatives of relevant agencies from the two countries.
The Letter of Intent provides a framework for the two authorities to strengthen information exchange, share experience, and promote cooperation in consumer protection, in line with practical requirements and the increasingly dynamic trade and economic ties between Viet Nam and France.
Under the agreement, cooperation will take various forms, ranging from support for the application of new technologies to detect and address violations of consumer rights in cyberspace, to the organisation of working visits, meetings, workshops, thematic conferences, and training courses to exchange experience between the two countries in areas of mutual interest in consumer protection.
Immediately after the signing ceremony, the National Competition Commission under the Ministry of Industry and Trade of Viet Nam held the first official bilateral working session with France's Directorate-General for Competition, Consumer Affairs, and Fraud Prevention under the Ministry for the Economy, Finance, and Industrial and Digital Sovereignty to discuss the implementation of cooperation activities under the Letter of Intent.
At the meeting, the two sides updated each other on their respective agencies’ activities and new directions; exchanged views on common issues and challenges in consumer protection; and discussed proposed areas and plans for bilateral cooperation for the 2027–2028 period.
