The project aims to develop a mixed-use eco-tourism urban area with synchronised technical and social infrastructure, incorporating housing, tourism, resorts and environmentally friendly entertainment facilities. It is expected to enhance the standing of this culturally rich land and promote its traditional and historical values.

The development will include various forms of tourism, resort services, entertainment facilities, a golf course and urban residential areas, while making effective use of local hot mineral water resources. It will also establish centres for services, tourism, culture, sports and innovation, and promote an eco-tourism and resort urban development model.

In particular, the project will develop eco-tourism and riverside landscapes in line with a green, modern and smart orientation, making effective use of land and natural resources. Special emphasis will be placed on riverside areas to create a high-quality living and resort environment, providing momentum for urbanisation and sustainable development.

The project will also help promote the value of local historical sites and traditional cultural heritage through their preservation, restoration and integration into the urban and tourism spatial structure, thereby strengthening the area's distinctive identity and appeal.

Synchronised and modern technical and social infrastructure will be developed to ensure effective connections between functional areas and provincial and regional infrastructure networks, while maintaining ecological balance and adapting to climate change.

The project is expected to attract social investment in infrastructure, drive local socio-economic development and contribute to the wider development of Hung Yen Province. It also aims to improve living standards, ensure national defence and security, and promote sustainable urban development.

The proposed total investment is more than 30.88 trillion VND (approximately 1.18 billion USD). The project will cover around 831 hectares and is expected to accommodate approximately 51,125 people.

Once completed, the project will form a high-end, modern and fully integrated mixed-use eco-tourism urban area, meeting demand for housing and utility services. Its proposed land-use structure includes around 160 hectares for residential areas; 88 hectares for mixed-use residential and service developments; 14 hectares for urban public facilities; 1.3 hectares for healthcare facilities; 2.6 hectares for cultural facilities; 6.9 hectares for sports facilities; and 21.6 hectares for educational facilities.

The plan also allocates approximately 148 hectares for public green spaces, 24 hectares for specialised green spaces, 98 hectares for restricted-use green spaces (golf course), 50 hectares for service areas, 1.6 hectares for security facilities, 150 hectares for transport infrastructure, 14 hectares for parking areas, 22.8 hectares for other technical infrastructure facilities, 10.5 hectares for lakes, ponds and lagoons, and 15 hectares for rivers, streams, canals and ditches.
