At the second meeting of the Central Steering Committee on eliminating temporary and dilapidated houses nationwide, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasised that completing the elimination of temporary and dilapidated houses is a vital political task, requiring the participation of the entire political system and the Vietnam Fatherland Front; the drastic, timely and effective direction and management of the Steering Committee; the support and active participation of the business community and all classes of people; the proactiveness, positivity, flexibility and creativity of ministries, agencies and localities.
The updated report on the results of the elimination of temporary and dilapidated houses up to February 7, shows that localities have supported the elimination of 100,637 temporary and dilapidated houses. Of which, 59,871 houses were inaugurated (an increase of 11,985 houses) and 40,766 new homes started (an increase of 1,445 houses). Specifically:
Housing support for people with revolutionary contributions is 7,430 houses (an increase of 468 houses), of which 3,384 have been inaugurated and 4,046 have been started. Housing support under the two national target programmes is 52,117 houses (an increase of 7,338), the number inaugurated is 33,114 and the number under construction is 19,003.
Housing support under the programme to eliminate temporary and dilapidated houses is 41,090 (an increase of 5,624). The number inaugurated is 23,373 and the number under construction is 17,717. Five localities, including Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, and Ba Ria-Vung Tau, have completed 100%, no more temporary houses, dilapidated houses.
The results of mobilising resources to support the elimination of temporary houses, dilapidated houses show that, through the Programme to launch a peak emulation campaign to complete the goal of eliminating temporary houses, dilapidated houses for poor households, households in difficult circumstances nationwide, by January 2025, 12 localities had received support from 12 units with a total budget of 1.37 trillion VND; the Central “For the Poor” Fund has received more than 72.45 trillion VND to support the elimination of temporary houses, dilapidated houses; two localities, Ha Giang and Bac Giang, have mobilised 89,529 working days.
Some localities have good and creative ways of implementing, such as: Ha Giang has directed the arrangement of clean land, temporary accommodation for households before construction, forming a youth group to transport materials to support people in removing temporary and dilapidated houses; Tuyen Quang Province has advanced funds for households to build houses. And many localities have set a goal of completing the programme early in the second and third quarters of 2025.
To successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide in 2025, ministries, branches, and localities need to continue to thoroughly grasp and seriously and effectively implement the Party and State’s policies with the motto “only discuss, not retreat”; localities proactively implement and take primary responsibility.
At the same time, localities should urgently approve specific plans, focus on directing the review and complete statistics of poor and near-poor households in need of eliminating temporary and dilapidated houses; organise immediate disbursement of supported and mobilised resources; work with investors who have committed to support funding for implementation; assign focal officers to update and provide information on the results of eliminating temporary and dilapidated houses in the locality; ensure timeliness, efficiency, correct purpose, correct target, avoid loss, waste, negativity and strictly handle violations.
