The congress was attended by 296 out of 300 official delegates, representing 52,606 Party members active across 153 grassroots Party organisations. With the theme: “Building a pure, strong, and comprehensive Party Committee – successfully realising the development goals of the city and the country in the new era of development”, the congress was a political event of special significance for all cadres and Party members across the committee.

In his opening speech, Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the City People’s Committee, stated that since its establishment on February 3, 2025, the Party Committee of the City People’s Committee has promoted solidarity and unity, upheld the principles of discipline and order of the Party, fostered democracy, and exemplified the spirit of daring to think, daring to act, and daring to take responsibility.

In the 2025-2030 tenure, the Party Committee of the City People’s Committee set out 19 targets, including striving for an average annual GRDP growth rate of 10-11%; achieving per capita GRDP of about 14,000-15,000 USD by 2030; bringing the average total social investment capital over five years to 35-40% of GRDP; raising total social spending on research and development (R&D) to 2-3% of GRDP; and allocating at least 4-5% of annual budget expenditure to science, technology, and digital transformation. By 2030, the party committee aims to ensure that 100% of city residents receive a health check at least once per year, while striving to eliminate poverty under the city’s poverty standards by 2030.
At the same time, in the new tenure, the Party Committee will implement three breakthrough programmes and five key projects: developing high-quality human resources to international standards; the Ho Chi Minh City urban railway; developing an international financial centre in the southern hub; building the Can Gio international transshipment port; and formulating a scheme to address air pollution in the city.

Delivering his directive speech at the congress, Nguyen Van Nen, Politburo Member and Secretary of the Ho Chi Minh City Party Committee, sincerely acknowledged, highly appreciated, and commended the achievements of the Party Committee of the City People’s Committee in recent times.
However, he also noted that alongside the achievements, there remain shortcomings and limitations that the Party Committee of the People’s Committee needs to thoroughly overcome in the coming time.

At the congress, the Executive Board of the Party Committee of the Ho Chi Minh City People’s Committee for the 2025-2030 tenure was introduced, with 41 members appointed by the Standing Board. Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the City People’s Committee, was appointed as Secretary of the Party Committee of the City People’s Committee.
