Institutional reforms expected to accelerate private sector innovation

Nhan Dan Newspaper, in coordination with the Party Central Committee’s Commission for Policies and Strategies, held a seminar entitled “Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW: A foundation for private enterprises to break through in science, technology, innovation and digital transformation” in Ha Noi on January 9.

Against the backdrop of a new development phase requiring faster, more sustainable and more autonomous growth, science, technology, innovation and digital transformation are increasingly recognised as the primary drivers of the economy.

Resolution No. 57 on science, technology and innovation, and Resolution No. 68 on private economic development, were described as reflecting the Party’s strategic vision while addressing the urgent need to unlock social resources, particularly from the private sector, so that science and technology can be effectively translated into production and market-driven growth.

Le Quoc Minh, Member of the Party Central Committee and Editor-in-Chief of Nhan Dan Newspaper, stressed that the private economy has been identified as the most important driving force of the national economy, working alongside the state sector to create breakthroughs in innovation, the digital economy, the green economy and the circular economy, and to integrate more deeply into global value chains.

Minh, who is also Deputy Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilisation, and President of the Viet Nam Journalists’ Association, noted that the draft documents of the 14th National Party Congress underline national digital transformation as a “comprehensive revolution”, targeting the digital economy to account for over 40% of GDP by 2035 and fostering 10–15 “Make in Viet Nam” digital technology groups to lead the innovation ecosystem.

According to participants, science, technology, innovation, digital transformation and the private sector are mutually reinforcing. Many large private enterprises have invested billions of USD in research and technology deployment, actively contributing to national digital and energy transitions while creating millions of jobs.

The 15th National Assembly has also moved swiftly to institutionalise Party resolutions through legal reforms, providing a more transparent and comprehensive framework for private investment in high technology and innovation.

Discussions focused on institutional reform, access to finance, human resource development, successful digital transformation models, and better linkages between policy and the market.

Concluding the seminar, Nguyen Thanh Hai, Member of the Party Central Committee and Chair of the National Assembly’s Committee on Science, Technology and Environment, affirmed that private economic development and science- and technology-driven growth form a unified strategy, in which each can only thrive by reinforcing the other, positioning the private sector at the centre of Viet Nam’s innovation-led growth model.
