Hai Phong City has been mobilising all resources, resolutely overcoming damage, stabilising people's lives and urgently restoring production and business activities.
At DAP-Vinachem Joint Stock Company in Dinh Vu Industrial Park, in Hai Phong, exactly one day after the storm, production activities returned to normal.
With the determination of the entire political system to quickly and decisively take action, less than a day after storm No. 3, the traffic system in Hai Phong was cleared again.
Just three days after the storm, Hai Phong had restored the power, water, and telecommunications systems to most customers in localities and industrial zones.
Up to now, production and business activities, as well as the lives of the people in the city, have gradually returned to the pre-storm period.

In Bac Ninh, factories and businesses have not had production interruptions. During the stormy days, more than 350 workers of LS ELECTRIC Vietnam Co., Ltd., specialising in manufacturing electrical cabinets and panels in the expanded Yen Phong Industrial Park, have maintained production.
Hong Soon Mong, Factory Director, said that to ensure the safety of workers, the company has provided on-site accommodation during the storm.
Up to now, the company's production output has increased by 30% compared to 2023. The number of orders for transformer stations for large buildings and industrial projects from potential customers has also increased, helping the company increase its revenue in 2024 to 120 million USD.
Nguyen Van Phuc, Head of the Bac Ninh Industrial Parks Management Board, said: Due to the good infrastructure of industrial parks and proactive preparations for storm prevention and control, businesses in Bac Ninh's industrial parks have been operating stably, with no casualties.
Large enterprises, such as Samsung Electronics, Samsung Display, Canon, Hong Hai Foxconn, ABB, Amkor, Goertek, and LS, were not affected by storm No. 3, maintaining normal production.
Along with ensuring a safe and stable power supply for industrial parks, the Industrial Parks Management Board also guided more than 2,000 businesses and production units to develop plans and implement measures to respond to and overcome the consequences of storms and floods, contributing to minimising damage as well as ensuring safety for workers. Immediately after the storm, 100% of businesses in the province quickly stabilised production.
Promoting the spirit of “Discipline and Unity” of miners overcoming difficulties, at Cua Ong Coal Preparation Company, all work to overcome the consequences of storm No. 3 has been completed, and units focused on repairing the internal power system to serve production at the same time, clearing the vital railway line for coal transportation and consumption of the unit.
Do Van Tang, Chairman of the Trade Union of Cua Ong Coal Preparation Company, said “Up to now, the power grid has been restored to ensure safety for production and business”.
Up to this point, Quang Ninh Province has three industrial parks operating at 100% capacity after the storm: Hai Yen industrial park in Mong Cai City, Hai Ha seaport industrial park, and Viet Hung industrial park in Ha Long City.
Chairman of the People's Committee of Quang Ninh Province Cao Tuong Huy said: The province is striving to recover from the storm. Besides prioritising ensuring stable lives for the people, the early restart of production activities is a key task.
Removing difficulties, focusing on welcoming tourists back
As of the afternoon of September 14, localities in Quang Ninh Province have gradually returned to normal life. Service and tourism businesses have gradually ensured the conditions of facilities and human resources.
Accommodation establishments in Mong Cai, Hai Ha, Uong Bi and Van Don are ready to welcome tourists. With 67 out of 87 tourist destinations ready to welcome visitors back, 20 tourist destinations are still overcoming problems and have not welcomed visitors yet.
Phan Thi Hai Huong, head of the Ha Long City Party's Communication and Education Committee, said "The city leaders directed local authorities, residents and businesses to begin recovery efforts immediately after the storm passed. Now, life is steadily returning to normal. Many tourist groups have chosen Ha Long, especially international visitors”.
Currently, several tourist attractions are qualified to welcome and serve tourists.
However, overcoming shipwreck incidents faces difficulties because repair facilities are overloaded and ship owners must spend long periods and a lot of money to restore.
The representative of the Quang Ninh Department of Tourism has proposed that the province consider and propose some specific support policies to support tourism businesses, in particular, and the business system in general, that suffered damage after the storm.
