As the fifth storm to hit Vietnam this year, Noul began to sweep through the central region a few days ago, leaving serious damages to both the lives and properties of the locals.
In his letter, Man, on behalf of the Standing Committee of the VFF Central Committee, sent his deep sympathy and condolences to the suffering localities and victims’ families.
He highly praised the local authorities and mass organisations in timely supporting victims, while requesting the local VFF chapters in the provinces of Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue and Quang Nam, as well as Da Nang City, to provide more support and assist locals in repairing collapsed houses, offer food for families at risk of hunger, clean the environment, restore production and gather statistics on damages and report to the VFF for timely support measures.
The VFF has decided to provide financial support worth VND5 million per person to each family with a dead or missing person, in addition to VND3 million to each seriously injured person who is in the hospital.
On September 21, Thua Thien Hue Province leaders visited and gave gifts to several disadvantaged local families affected by the recent typhoon in Phu Mau Commune, Phu Vang District. They directed Phu Vang to continue support local households to repair their houses and soon stabilise their lives.
The police, border guard and military forces in Thua Thien Hue have mobilised more than 2,500 officers and soldiers, along with 3,864 mobile militia in 145 communes, wards and towns to help local people to resolve post-storm damages. So far, over 14,380 houses with roofs blown off during the storm have been repaired. Local Youth Union members have also actively participated in cleaning fallen trees and helping schools to welcome back students.
On September 21, most of the students in Thua Thien Hue returned to school. There are only three schools in Quang Dien District and Hue City, with 1,343 students, that are unable to recommence activities as their classrooms were severely damaged during the storm. Local schools are making urgent efforts to overcome the consequences, clean up, and repair damaged tools so that students can return to school soon.

In the mountainous district of Tay Giang in Quang Nam Province, the local government and people are urgently repairing damaged houses and clearing mud from roads suffering from landslides due to the storm. In the four upland communes facing blockade due to erosion on local routes, the district authorities are focusing on ensuring food support on the spot.
