During the visit, NA Vice Chairman Nguyen Duc Hai held talks and meetings with the Turkish Deputy Speaker of Parliament and the Vice President of Türkiye; visited and worked with staff of the Vietnamese Embassy in Ankara; and met representatives of the Vietnamese community living, studying and working in Türkiye.

Congratulating Türkiye on its socio-economic achievements in pursuing its “Century Vision”, NA Vice Chairman Nguyen Duc Hai affirmed that Viet Nam attaches great importance to fostering friendship and multifaceted cooperation with Türkiye.
Welcoming NA Vice Chairman Hai and the Vietnamese delegation to Türkiye, Celal Adan expressed his delight at the positive development of bilateral ties, particularly following the official visit to Türkiye by Prime Minister Pham Minh Chinh in November 2023.
He congratulated Viet Nam on its socio-economic and foreign policy achievements, stressing that the visit would not only deepen cooperation between the two legislatures but also contribute to strengthening overall friendship and multifaceted partnership between the two countries.
The two legislative leaders agreed on the need to expand cooperation in trade and investment, defence, security and education; to promote people-to-people exchanges, cultural connections, and partnerships between localities, particularly those with complementary strengths, in fields such as tourism, culture and cultural heritage preservation.
Viet Nam expressed readiness to serve as a gateway for Türkiye to access the ASEAN market, while Türkiye pledged to act as a bridge for Vietnamese goods to reach the Middle East, Europe and Africa.
Both sides also agreed to step up parliamentary cooperation, enhance exchanges of delegations at all levels, foster contacts between parliamentarians and specialised agencies, and share legislative experience in areas of mutual interest such as digital transformation, administrative reform and law-making. They emphasised the role of the two countries’ parliamentary friendship groups and agreed to strengthen consultation, coordination and mutual support at multilateral parliamentary forums, particularly the IPU, APA, ASEP and other inter-parliamentary organisations.
NA Vice Chairman Hai proposed that the two sides soon launch negotiations on a bilateral FTA; that Türkiye promptly consider recognising Viet Nam as a fully-fledged market economy; and that it look favourably at lifting or limiting anti-dumping investigations and duties on Vietnamese exports. He also asked Turkish parliamentarians to support policies facilitating the Vietnamese community’s integration into Turkish society.
Celal Adan welcomed the proposals and pledged to convey them to the relevant Turkish authorities for consideration and implementation.
As part of the visit, NA Vice Chairman Hai also met with Turkish Vice President Cevdet Yilmaz; visited and worked with staff of the Vietnamese Embassy in Ankara; and met representatives of the Vietnamese community in Türkiye.

The Vietnamese delegation also held meetings with the President of Türkiye’s Defence Industry Agency, the President of the Court of Accounts, the Deputy Governor of Istanbul, leaders of the Türkiye–Viet Nam Parliamentary Friendship Group, and Viet Nam’s Honourary Consul in Istanbul; as well as working sessions with the Foreign Economic Relations Board and leading Turkish enterprises. They laid a wreath and toured the Mausoleum and Museum of Atatürk, Türkiye’s founding President; visited the Grand National Assembly of Türkiye and received a briefing on its digital infrastructure; and toured Ambarli Port, one of the country’s four largest seaports.
