Nguyen Thi Hong, Member of the Party Central Committee and Vice Chairwoman of the National Assembly, attended the session and delivered a keynote address.

In her opening remarks, NA Vice Chairwoman Nguyen Thi Hong noted that the recently concluded third plenum of the 14th Party Central Committee adopted a wide range of key tasks and policy measures. She stressed that the National Assembly has the responsibility to promptly translate these guidelines and orientations into law.

The NA Vice Chairwoman said that between now and the end of the year, the National Assembly faces an extensive legislative agenda, with more than 60 draft laws and resolutions expected to be considered. The convening of the First Extraordinary Session is intended to meet the country's urgent development needs by addressing legal bottlenecks, unlocking resources, and supporting the goal of achieving double-digit economic growth, while also easing the workload of the National Assembly's regular year-end session.

Under the assignment of the National Assembly Standing Committee, the NA's Committee for Economic and Financial Affairs will take the lead in examining 11 items at the First Extraordinary Session, accounting for around one-third of the total number of draft laws and resolutions to be submitted to the National Assembly.

The NA Vice Chairwoman emphasised that the review process must closely follow the Party's policies and the requirement to renew legislative thinking, taking practical effectiveness as the key benchmark. She said that newly enacted policies must be feasible, coherent, stable, and capable of being effectively implemented.

She also urged the drafting agencies and relevant coordinating bodies to prepare complete documentation in accordance with regulations; respond promptly to the committee's comments and recommendations; and ensure the quality, progress, and consistency of all draft laws and resolutions submitted to the National Assembly.

NA Vice Chairwoman Nguyen Thi Hong expressed confidence that, with the thorough preparations made by the Economic and Financial Committee and the close coordination of relevant agencies, the appraisal session would successfully complete its agenda and provide an important basis for the National Assembly to consider and adopt the proposed legislative measures at the First Extraordinary Session.

During the plenary session, the committee is scheduled to examine eight draft laws and resolutions already submitted by the government, together with a number of other matters.
