The Ministry of Science and Technology has officially issued the National Digital Architecture Framework, serving as the unified foundation for developing and operating Viet Nam’s national digital system. The framework is considered a “master blueprint” that enables all sectors of the political system to connect, share data, and jointly utilise digital infrastructure — promoting the building of a comprehensive and sustainable Digital Government, Digital Economy, and Digital Society.
The national digital architecture framework (hereafter referred to as the National Framework) outlines an overarching model for the nation’s digital architecture. It identifies shared and fundamental components for agencies across all levels of the political system; ensures cybersecurity and information safety; promotes data sharing and resource integration; avoids duplication at the national level; and supports socio-economic development while serving citizens and businesses.
The National Framework aims to unify existing architectural frameworks, optimise costs through shared platforms and data, and limit redundant investments. It also enhances transparency through open data, strengthens accountability and civic participation, and improves public and business satisfaction.
The framework applies to ministries, ministerial-level agencies, government bodies, provinces, and centrally governed cities; to central and local Party organisations; to agencies of the National Assembly; to the Central Committee of the Viet Nam Fatherland Front; to the Supreme People’s Court; to the Supreme People’s Procuracy; and to socio-political organisations. Other agencies and organisations may also refer to the framework for implementation.
