According to Colonel Nguyen Thanh Binh, Deputy Director of the municipal Public Security Department, in implementing Politburo Resolution No. 57-NQ/TW on the development of national science, technology, innovation and digital transformation, Can Tho has stepped up the application of digital technology in the operations of state agencies.
The document and administration management system has been deployed citywide, at committees, departments, sectors and affiliated units, 108 agencies and units, and the People’s Committees of 103 communes and wards, with 16,300 user accounts.
The system ensures the interconnection of the sending and receiving of electronic documents across three administrative levels, from the central to provincial and commune levels.
Notably, the rate of fully processing documents and work dossiers electronically by state agencies in the locality has reached 100%.
The city’s Electronic Information Portal and the component information portals of committees, departments, sectors and commune- and ward-level People’s Committees meet requirements for functions and technical features, contributing to the establishment of an official information channel for the city’s state agencies on the Internet.
In the healthcare sector, 100% of public medical examination and treatment facilities, including commune-level health stations, have implemented the acceptance of medical examination registrations using chip-based electronic citizen identity cards. At the same time, 100% of public medical examination and treatment facilities have piloted the integration of the Electronic Health Record on the VNeID application.
The use of population data and electronic identification has also been stepped up. Currently, 73 out of 86 credit institutions verify customer information using citizen identity cards or electronic identification on VNeID; 35 out of 86 credit institutions have integrated VNeID into account opening and customer verification.
Alongside this, the city has provided 100% of individuals and organisations under state agencies with digital signatures. A total of 15,095 specialised digital signatures have been deployed, including 12,994 signatures for individuals who are leaders, civil servants at one-stop service units and 2,101 signatures for organisations.
In the commercial sector, 100% of markets in the city have implemented cashless payments, of which 54 markets have been designated as 4.0 markets, accounting for 25% of the total 216 markets. The proportion of businesses using e-commerce contracts has reached approximately 20-23%; the share of e-commerce revenue in total retail sales of goods has reached 8-10%.
Speaking at the event, Secretary of the Can Tho City Party Committee Do Thanh Binh highly appreciated the results achieved by the city in developing science, technology, innovation and digital transformation. To date, the city has completed 175 out of 282 assigned tasks.
Alongside the results achieved, the Steering Committee frankly acknowledged the difficulties and obstacles encountered during implementation. The Party Secretary asked members of the Steering Committee, agencies and units to continue to enhance their responsibilities and coordinate in carrying out common tasks, promptly addressing bottlenecks at the grassroots level, particularly in communes and wards, while also dealing with the shortcomings highlighted by central agencies.
In the coming period, Can Tho will focus on renewing leadership and direction in socio-economic development and the management of local cadres and civil servants; and strengthen grassroots resources to effectively carry out tasks related to science, technology, innovation and digital transformation.
