On projects that are accelerating

To realise the goal of double-digit growth in 2026, Hue City is prioritising the acceleration of the progress of key projects. From transportation infrastructure and industry to social welfare projects, each project is becoming an important “pillar” to expand development space, increase competitiveness, and create new growth momentum for the heritage city in the central region.

Accelerating on the construction site

In early July, throughout Hue City, from the mountainous A Luoi region to the central urban area, from the Thuan An coastal area to the VSIP Hue Industrial Park, the Chan May-Lang Co Economic Zone, everywhere is bustling with construction activity, the sounds of excavators, rollers, and dump trucks carrying materials are endless.

In A Luoi, construction projects for ethnic minority boarding schools are being urgently implemented, with construction teams working in continuous shifts to accelerate progress. Due to the complex terrain and difficult material transportation conditions, implementing projects in mountainous areas always faces many challenges.

However, the investor and construction unit recognise this as a project with profound social welfare significance, helping to improve learning conditions for highland students and creating a foundation for improving the quality of human resources in the border region in the long term. Therefore, they have mobilised manpower and equipment to work around the clock.

Currently, the city is executing five multi-level boarding school projects in A Luoi with a total investment of nearly 1.2 trillion VND. Of these, two projects in A Luoi 3 and A Luoi 4 Communes are required to be completed before July 30 to be ready for the 2026-2027 school year.

At the A Luoi 4 Primary and Secondary Boarding School, many facilities are gradually taking shape. With an investment of over 278 billion VND and a capacity of approximately 1,840 students, including about 200 boarding students, the project includes classrooms, a library, a sports field, and upgrades to two school locations in A Roang 2 and Ka Roong-A Ho Villages.

According to Ho Huu Phu, Deputy Director of the Investment and Construction Project Management Board for Region 2, the projects are currently over 60% complete. Approximately 300 workers, along with machinery and equipment, are working continuously in two shifts per day to complete the technical aspects and ensure timely progress.

Currently, the units are focusing maximum manpower and equipment, taking advantage of favourable weather conditions to accelerate construction, closely monitoring progress week by week and month by month; at the same time, proactively resolving difficulties regarding materials and manpower to ensure that key items are completed on schedule, Phu stated.

On the construction site of the To Huu extended road connecting to Phu Bai Airport, dozens of engineers, workers, and machinery are working continuously to accelerate the pace in sections that previously faced difficulties with land acquisition, thereby accelerating the progress of the roadbed, drainage system, and other technical items.

This is one of the strategically important transportation infrastructure projects for Hue City, contributing to strengthening the connection between the city centre and the airport gateway, while expanding the urban development axis to the south.

During an on-site inspection, the Standing Vice Chairman of the Hue City People’s Committee, Hoang Hai Minh, urged the investor and contractors to focus on resolving all difficulties and obstacles; mobilise sufficient manpower, equipment, and materials; and take advantage of favourable weather conditions to accelerate the progress of the remaining items, ensuring the project is completed as committed.

Infrastructure comes first, growth follows

In its new development strategy, Hue City has identified infrastructure as a crucial step forward. The coastal road through Thuan An is one of the projects with high expectations. Upon completion, the road will connect coastal tourist areas, aquaculture zones, coastal urban areas, and the fishing logistics system, opening up a potentially lucrative marine economic development axis.

The expressway passing through Hue and the Ring Road 3 project are also expected to shape a modern inter-regional connection network, alleviate inner-city traffic pressure, and create room for the formation of new growth poles.

In addition, many industrial product projects in industrial parks and economic zones are rapidly advancing. Expanding production and investing in processing and manufacturing lines will help Hue gradually increase the proportion of industry in its GRDP structure, creating a more stable growth foundation.

In the south of the city, the expansion project of Chan May Port continues to play a strategic role. As a crucial gateway to the East-West economic corridor, Chan May Port serves logistics and directly impacts the ability to attract large-scale industrial and service investments.

According to Huynh Van Toan, General Director of Chan May Port Joint Stock Company, expanding the port will significantly improve its capacity to receive large-tonnage vessels, increase cargo handling capacity, and create new competitive advantages for the economic zone.

However, at some key projects, the biggest bottleneck currently remains land clearance. Many projects have funding, plans, and contractors but cannot be implemented simultaneously due to incomplete land acquisition. Difficulties in resettlement, fluctuating construction material prices, adjustments to investment procedures, and the limited capacity of some contractors are also obstacles hindering the implementation of many projects.

Over the past few days, during on-site inspections and directives to resolve difficulties and accelerate the progress of many key transportation, industrial, and tourism projects in the area, such as the Cam Lo-La Son-Hoa Lien expressway and the VSIP Hue Industrial Park, the Chairman of the Hue City People's Committee, Nguyen Khac Toan, has urged relevant departments, agencies, and localities to focus on resolving all obstacles related to land clearance, completing land records, expediting inventory, compensation, support, and relocation of graves, creating conditions for projects to be implemented on schedule.

Nguyen Khac Toan asserted: “We cannot allow a situation where capital is waiting for projects, projects are waiting for land, and land is waiting for procedures. We must address difficulties wherever they arise, and resolve delays at any stage. Units need to strengthen coordination, promptly resolve difficulties and obstacles, and ensure that projects are implemented synchronously and on schedule, creating momentum to promote the socio-economic development of the city.”

On key projects, every newly opened road and every bridge completed is a building block laying the foundation for the aspiration of breakthrough development. Double-digit growth is a challenging goal, but it is also a test of leadership and action capacity. Looking at the bustling pace of construction on today's major projects, it’s clear that Hue is entering a new, more decisive and vigorous phase of acceleration.
