Cong said the Party cell of Hoang Sa special zone was established under Decision No. 15-QD/DU dated June 4, 2025, of the Party Organisation of the Department of Home Affairs. The Party cell has seven members, with Tran Trung Son, Vice Director of the city's Department of Home Affairs, working as its secretary.
The Party cell serves as the political core, leading the implementation of the Party's policies guidelines and the State's laws, while managing and educating Party members, promoting mass mobilisation and membership growth, and conducting inspections, discipline, and political education within the Party.
Hoang Sa is the only special zone of Da Nang following the reorganisation of the city’s grassroots administrative units since June 16. After the restructuring, Da Nang now has 94 communal-level administrative units, including 23 wards, 70 communes and Hoang Sa special zone.
