Quang La leverages culture for sustainable development

Quang La Commune in Quang Ninh Province has over 72% of its population belonging to ethnic minority groups, with its economy mainly relying on agriculture and forestry. With a long-standing tradition of history and culture, along with the aspiration to rise, the commune has identified building a strong Party and political system as the pillar, and taking culture as the foundation for sustainable development.

Guided by a development approach based on three pillars—Nature, Culture, and People—Quang La Commune seeks to address existing shortcomings and turning challenges into opportunities by tapping into its existing potential, promoting the application of science and technology in production, and protecting the environment and water sources in connection with the development of sustainable community-based eco-tourism.

Secretary of the Party Committee of Quang La Commune, Do Khanh Tung, stated that Quang La considers building a strong Party and political system as the pillar, placing the people at the centre, and culture as the foundation for development. The commune continues to promote innovation in leadership methods, improve the efficiency of local governance and administrative reform; prioritise and focus on digital transformation, the development of the green economy, ecological and circular agriculture. In particular, it encourages start-ups and high-tech agricultural and forestry production linkages, environmental protection, and the safeguarding of water security.

To increase attractiveness for investment and effectively exploit the unique strengths of the locality, the commune has prioritised the development of eco-tourism and experiential tourism associated with ethnic cultural identity, building the image of “Quang La people: civilised – dynamic – creative”, and promoting the development of agriculture and forestry towards commercialisation, high-tech application, and sustainability. At the same time, it strongly promotes innovation, comprehensive digital transformation, investment in technology infrastructure application, building a digital, dynamic, civilised, and modern government, aiming towards a service-oriented administration.

It can be affirmed that, with the rich cultural identity of the Dao and Tay ethnic groups, along with post-merger land and labour potential, Quang La has the opportunity to form an ecological area for green agricultural and forestry production with high-tech application. From there, it can orient the development of eco-tourism, resorts, agricultural and cultural experience tourism, creating momentum to build a civilised and sustainably developed commune.

The commune’s goal in the coming time is to focus on training and improving the quality of local human resources, especially the next generation of young cadres, to meet development requirements in the digital era; to pay attention to preserving and promoting the cultural values rich in national identity in connection with tourism economic development, building Quang La into an ecological area combining agriculture, forestry and cultural-community tourism, becoming a model in preserving indigenous culture. In particular, the commune continues to preserve and promote the value of the New Rice Celebration of the Tay people and the Maturity Ceremony of the Dao people, which have been recognised by the Ministry of Culture, Sports and Tourism as national intangible cultural heritage.

Based on its rich and distinctive cultural values, Quang La focuses on developing eco-tourism and experiential tourism associated with ethnic cultural identity, while promoting the development of agriculture and forestry towards commercialisation, high-tech application and sustainability, gradually forming attractive and environmentally friendly destinations, creating long-term livelihoods for local people; focusing on forming farm models combined with community tourism services, experiences, accommodation, building OCOP products, developing handicrafts, traditional costume tailoring and embroidery; thereby both creating sustainable livelihoods for people and preserving ethnic culture.

Secretary of the Party Committee of Quang La Commune, Do Khanh Tung, stated: “The commune will focus on researching the formation of production zones, expanding the planning of medicinal plant growing areas in association with the development of deep processing of clean, organic, high-tech agriculture, effectively exploiting the potential of the forest economy, building OCOP products and community tourism; encouraging cooperatives and enterprises to link value chains, improve product quality and create sustainable livelihoods for people. At the same time, it will proactively research and propose specific preferential policies for ethnic minority and mountainous areas, linking economic development with cultural preservation, gradually improving people's quality of life.”

With appropriate steps and decisive, synchronous solutions, Quang La Commune is determined to achieve the status of an advanced new-style rural commune before 2027, progressing to a model new-style rural commune by 2030, striving for the average income per capita in the locality to reach at least 120 million VND per person per year by 2030, 1.5 times higher than in 2025; with no poor households remaining in the commune.
